GENERAL DESCRIPTION

The Procurement Manager is responsible for the day-to-day execution and management of procurement and subcontracting activities in support of program operations. This role ensures the timely acquisition of materials, equipment, and subcontracted services across both government (FAR/DFARS) and commercial programs, while balancing compliance-driven procurement with the best commercial practices for speed, cost efficiency, and supplier agility.

The position focuses on execution, compliance, cost control, and schedule adherence, directly supporting program performance and EBITDA objectives.

DUTIES

Procurement & Subcontract Execution

  • Manage full lifecycle for procurement and subcontracts:
  • Requisitions, sourcing, solicitations (RFQ/RFP)
  • Evaluation, negotiation, and award
  • Administration, modifications, and closeout
  • Ensure materials and subcontracted services are delivered in alignment with:
    • Program schedules
    • Technical requirements
    • Budget constraints
  • Balance execution between:
    • FAR/DFARS-compliant acquisitions
    • Commercial procurement (speed and efficiency)

Subcontracts Administration

  • Prepare and issue subcontract agreements and modifications
  • Ensure proper flow down of prime contract requirements (FAR/DFARS clauses, SOW, compliance requirements)
  • Monitor subcontractor performance (cost, schedule, technical)
  • Coordinate with Contracts to ensure alignment between prime contract and subcontract terms
  • Maintain complete and audit-ready subcontract files

Supplier & Subcontractor Management

  • Develop and maintain a qualified supplier and subcontractor base
  • Conduct supplier/subcontractor evaluations and performance tracking
  • Support negotiations for pricing, terms, and delivery schedules
  • Identify alternate sources and competitive options

Compliance & Documentation

  • Ensure compliance with:
    • Federal Acquisition Regulation (FAR)
    • Defense Federal Acquisition Regulation Supplement (DFARS)
    • Company policies and procedures
  • Maintain accurate procurement and subcontract documentation
  • Support internal and external audits (DCAA, DCMA, internal reviews)

Program Support & Integration

  • Support program teams with:
    • Material status and tracking
    • Subcontractor coordination
    • Risk identification and mitigation
  • Provide procurement and subcontract inputs for:
    • Proposals (pricing, vendor/subcontractor quotes, lead times)
    • Program reviews and readiness activities
  • Escalate issues impacting cost, schedule, or performance

Cost Management

  • Support cost savings and cost avoidance initiatives
  • Track material and subcontract costs against budgets and EACs
  • Identify cost risks and recommend mitigation strategies

Risk Management

  • Identify risks including:
    • Long lead materials
    • Single/sole source suppliers
    • Subcontractor performance issues
  • Develop mitigation plans (alternate sourcing, schedule adjustments)
  • Proactively escalate high-risk issues

Team Leadership

  • Supervise procurement and/or subcontract administrators
  • Assign workload and manage priorities
  • Ensure adherence to processes and performance expectations

Key Performance Indicators (KPIs)

  • On-time delivery of materials and subcontracted services
  • Procurement and subcontract cycle time
  • Cost savings / cost avoidance
  • Supplier and subcontractor performance (OTD, quality)
  • Procurement backlog and aging
  • Subcontract modification and closeout timeliness
  • Audit findings and compliance metrics

EDUCATION/EXPERIENCE REQUIREMENTS

Required

  • Bachelor's degree in Business, Supply Chain, or related field
  • 7+ years of procurement experience
  • Demonstrated experience in BOTH:
    • Government contracting environment (FAR/DFARS)
    • Commercial / private-sector procurement
  • Strong negotiation and supplier management skills
  • Ability to operate effectively in both compliance-driven and fast-paced commercial environments

Preferred

  • Professional certifications such as:
    • CPSM (Certified Professional in Supply Management)
    • C.P.M. (Certified Purchasing Manager)
    • CPCM (Certified Professional Contracts Manager)
  • Experience with ERP systems such as Deltek Costpoint
  • Experience supporting aviation, aerospace, or defense programs
