Public Agency Resources (PARS), a subsidiary of Willdan Group Inc., is seeking a qualified Building Inspector/Plans Examiner to provide part-time supplemental municipal building department services near the Mankato, MN area. 

Essential Duties and Responsibilities

  • Reviewing residential, commercial, and industrial construction documents for compliance with the Minnesota State Building Code and other applicable state and local requirements, including residential and commercial building accessibility, energy, fire and life safety, mechanical, plumbing, and related specialty provisions
  • Conduct onsite inspections associated with new construction, additions, alterations, and permitted building work.
  • Inspections may include footings, foundations, waterproofing, plumbing, radon systems, mechanical systems, weather barriers, doors and windows, framing, insulation, lath, structural work, commercial construction, final inspections, special inspections, and complaint investigations related to permitted construction. 
  • Coordinating inspection scheduling with City staff, contractors, and permit applicants. 
  • Preparing and submitting clear electronic inspection and plan review reports. 
  • Communicating code deficiencies and required corrections in a professional and customer-service-oriented manner. 
  • Maintaining accurate records of inspections, reviews, and correspondence. 
  • Providing code consultation, staff support, meeting attendance, plan review appeal assistance, or other related services when requested. 
  • Meeting established turnaround times for plan reviews, inspections, and report delivery. 

Job Requirements / Qualifications

  • Demonstrated experience performing municipal building inspections and plan reviews, along with a thorough working knowledge of the Minnesota State Building Code.
  • A current Minnesota Certified Building Official or Minnesota Certified Building Official-Limited credential is strongly preferred. 
  • Candidates with substantial Minnesota municipal experience and relevant ICC inspector and plans examiner certifications may also be considered.
  • Individuals holding a Certified Building Official-Limited credential will be assigned work consistent with the scope of that certification and, where required, under the direction of the City’s designated Certified Building Official.
  • The position will include onsite inspection services with plan review, report preparation, and related administrative duties potentially completed remotely. 
  • Workload and scheduling are anticipated to be variable and based on the City’s service needs.
