Description of Services: The shall provide subject matter expertise to USAFSAM Department of Aerospace Medicine (USAFSAM/FE), Aerospace Medicine Studies and Analysis Division (FES), Aerospace Medicine Studies and Analysis Support Branch (FESS) Operational Consult team. This team was established to provide an agile and comprehensive response to complex operational questions from the field, as well as providing operational expertise to provide active surveillance capability, as well as to maintain and expand relevant data repositories of interest, in addition to providing assistance with studies and analysis requirements, to include technical consultation support, data analytics, and data management requirements support. USAFSAM/FESS is responsible for studies and analysis infrastructure and project execution support, to include project management, tracking of project funding and timelines, acquisition/contracting support, advice and consultation on research/study experimental design, data analytics and operational issues, support for protocol submissions and clearance by IRBs and IACUCs, consultation in epidemiological practices and methods, and consultation in writing and editing of manuscripts, reports and research articles. This requirement is for expertise that is to be located within the FESS branch of the FES Studies and Analysis division, to assist USAFSAM in providing studies and analyses project consultation, and in providing reach-back, expert consultation and assistance to MAJCOM Aerospace Medicine teams and/or base-level safety officers, flight surgeons, and physiologists conducting investigations into physiologic events and other human factors issues. Benefits: 10 Days PTO 11 Federal Holidays Amazing work environment Schedule: Monday to Friday Location: Wright Patterson AFB, OH Qualifications The employee shall possess a Master’s Degree in Operations Research or related field, with extensive coursework in mathematics, probability, statistics, or mathematical logic, and at least 5 years of experience in their field. The employee shall have expert knowledge in operations research and rigorous methods of scientific inquiry and analysis, and exhibit competence in the rigorous methods of scientific inquiry and analysis.  The employee shall have be professional, detail oriented, possess excellent communication skills, and speak English fluently.   The employee shall have the ability to thrive in a team environment, yet able to complete assigned tasks independently or with minimal guidance from team leads. The employee shall possess organizational skills; the ability to achieve set goals; initiative in performing assigned tasks; ability to follow-up complex projects with influence, and integrity; and ability to interact professionally with all levels of personnel within and outside of the organization.  The employee shall possess the ability to design, formulate, conduct, and lead data analysis of operational studies on health surveillance data/health records/other relevant military records and risk reduction of negative health outcomes, readiness, or duty restrictions affecting the USAF total force population The contract employee shall have the ability to expertly develop, monitor, review, edit, and deliver all products to include technical reports, white papers, publications, memorandums, presentations, and other products. The employee shall possess the capacity to use and/or learn new analytical technology such as Envision, Tableau, Python, R, SAS Viya, or Qualtrics. The employee shall deliver products in a state which requires minimal revisions. The employee shall apply and provide all information, in a timely manner, related to obtaining access to databases and data required to perform duties.  The employee shall have a signed Non-Disclosure Agreement (NDA) in place with their company based on potential access to confidential, proprietary, and/or sensitive information. The NDA shall be provided to the Government Program Manager by start of performance.   Desired Qualifications: Prior military experience, or previous experience working in a military research environment, is desired. Tasks The employee responsibilities shall include providing operational research analytic expertise for the Operational Consultation Support team and support the technical performance of USAFSAM studies and analysis portfolio.  The employee shall assist in analyzing management problems and providing advice and insight about the probable effects of alternative solutions to these problems. The employee shall employ scientific and analytical techniques to define, quantify, and recommend the feasibility of assigned projects, studies or problems, and perform independent analysis leading to unique analytical research proposals and studies that recommend alternative courses of action to USAFSAM personnel. The employee shall ensure discovered problems are clearly defined through data collection, research, and investigation of objectives and relevant criteria. The employee shall identify additional questions to be answered, provide or critique essential elements of analysis, and provide alternatives to be considered, as well as suggest analytical techniques to be employed. The employee shall provide expertise concerning the validity of assumptions made and the criteria by which alternatives are recommended, as well as advise and recommend new techniques, innovations, and technical and scientific advancements which may serve as a means of overcoming aeromedical operational issues. The employee shall provide research support to 711 HPW researchers. The employee shall attend/support meetings related to expertise with government and civilian organizations, academia, and subject matter experts. The employee shall draft reports, prepare, and/or present reports, documents, and/or presentations pertaining to the status of the research and data analysis as requested, and meet FESS projected suspense dates.
