The Contract Analyst Integrated Solutions Operations within the Traffic Operations Business Office gserves as operational and analytical support in the management of key contracts, procurement and vendor support, task orders, requests for proposals (RFPs), statements of work (SOW), invitation for bids (IFBs) for mainly information technology focused business needs across Traffic Operations Division and Traffic Operations Technology Division. This role bridges business needs with technical solutions, manages the lifecycle of technology contracts, and supports procurements integral to the Traffic Operations Technology environment necessary to deliver safe, reliable, and efficient transportation services. To perform contract analysis and administration functions including researching, developing, monitoring and evaluating contracts.
How you will contribute:
Contract Administration and Procurement : Manage the full lifecycle of technology-related contracts, from initial scoping and procurement coordination through monitoring, renewal, and closeout. Assist in preparing scopes of work, ensuring deliverables are clearly defined, tracking contractor performance, and supporting project managers with contract oversight. Ensure compliance with VITA and VDOT procurement requirements, maintains accurate contract documentation, and ensures contract scopes align with available resources and operational priorities. Contractor and Partner Coordination: Maintain effective working relationships with contractors and VDOT partners to ensure reliable delivery of services that support Traffic Operations, including monitoring contractor performance, documenting and resolving contractual compliance issues, coordinating communication between vendors and internal stakeholders and ensuring that contracted services meet operational expectations. Ensure contractors understand VDOT’s priorities and deliver solutions that support safe, efficient, and dependable operations. Financial and Budget Support: Contribute to financial planning and oversight for technology contracts, including assisting with tracking expenditures, processing invoices, and supporting financial forecasting for budget year planning. Ensure financial activities comply with VDOT and VITA requirements, monitor statewide contract pricing, and prepare contract financial summaries for leadership and budget development partners. Ensure financial information is accurate, timely, and aligned with program needs. Strategic Planning and Business Process Alignment: Supports long-term planning for Traffic Operations technology by evaluating opportunities to streamline contracting processes and ensure scopes and procurement strategies align with organizational goals. Contribute to technology roadmaps and advancement initiatives by providing insight from contract administration, procurement trends, and business analysis. Ensure that technology decisions support Traffic Operations’ mission, improve operational efficiency, and align with contracting and procurement laws and regulations. Technology Business Analysis:

Minimum Qualifications:

Knowledge of The VA Public Procurement Act, Dept. of Gen Svcs Agency Procurement, VITA’s BUY IT Manual, and VDOT procurement procedures. Knowledge of Traffic Operations, Intelligent Transportation Systems (ITS), or technology‑enabled operational environments. Knowledge of standard business tools (e.g., Microsoft Office, reporting tools, documentation platforms). Skill in complex contract negotiations and administration. Skill in developing requests for proposals (RFP), statements of work (SOW) and invitation for bids (IFB).
Additional Considerations:
A combination of training, experience or education in Business Analysis, Technology, Procurement Coordination, and Contract Administration or related field is desired. Experience managing vendor relationships or service‑level performance tracking. Experience with VITA procurement processes, statewide contracts, Intelligent Transportation Systems (ITS), or public‑sector technology contracting. Experience with public‑sector budgeting, invoice validation, or financial tracking for technology programs. Experience working within Traffic Operations Centers, transportation agencies, or public‑sector operational environments. Familiarity with ATMS platforms, ITS devices, field controllers, communications networks, and other Traffic Operations technologies. NIGP‑CPP or CPPO/CPPB (National Institute of Governmental Purchasing). Project Management Professional (PMP – PMI), Virginia Contracting Officer (VCO), or Virginia Contracting Associate (VCA). Skill in developing reports, dashboards, or performance metrics to support operational planning.
