The Senior Business Systems Analyst provides expert-level functional and technical support for Army business and installation management systems including GFEBS, SQL-based applications, eMH (Enterprise Military Housing), ISR (Installation Status Report), RPLANS (Real Property Planning and Analysis System), and ArcView GIS. This position is responsible for complex data mining, analytical assessments, data validation, and enterprise reporting to support command missions and decision-making. The analyst ensures data integrity, compliance with Army financial and real property regulations, and effective system utilization across supported organizations. The Senior Business Systems Analyst ensures full data accuracy, mission transparency, and readiness reporting in alignment with Army data governance, financial accountability standards, real property regulations, and internal controls.

ESSENTIAL JOB FUNCTIONS:

  • Provide senior analytical expertise to support GFEBS financial management functions, including cost data reconciliation, master data analysis, and reporting.
  • Conduct SQL queries, data transformations, and database validation to ensure accuracy and traceability of enterprise system data.
  • Support eMH, ISR, and RPLANS utilization by troubleshooting system issues, assisting end users, validating data loads, and improving reporting accuracy.
  • Develop geospatial products and analysis using ArcView GIS, integrating real property and installation readiness data.
  • Perform data mining and pattern analysis to identify trends, discrepancies, and impacts to Army programs and real property portfolios.
  • Prepare recurring and ad-hoc reports, dashboards, and briefings for senior leadership decision support.
  • Collaborate with system owners, financial analysts, and operations personnel to ensure data integrity and compliance with Army and DoD policy.
  • Provide process improvement recommendations and system enhancement inputs based on operational analysis and stakeholder feedback.
  • Support audit readiness by maintaining documentation, data lineage, and validation evidence across supported systems.
  • Act as a senior technical liaison with Army system support offices to resolve system issues and coordinate data integration efforts.

EDUCATION & EXPERIENCE:

  • Bachelor’s degree in Business Administration, Information Systems, Data Analytics, or related field (or equivalent experience).
  • 8–10 years of experience supporting Army enterprise systems including:
    • GFEBS (financials, cost management, data reporting)
    • SQL querying and database interaction
    • eMH, ISR, and RPLANS data management
    • ArcView GIS analysis and visualization

LICENSE & CERTIFICATIONS:
 

  • IAT II Compliant

KNOWLEDGE & SKILLS:

  • Expertise in data auditing, quality control, reconciliation, and enterprise reporting.
  • Strong skills using Microsoft Excel, Power BI, or similar analytics tools.
  • Ability to communicate complex technical information clearly to functional and senior leadership audiences.

TRAVEL: 15% or More
