Position Summary

The Talent Acquisition Manager is responsible for developing and executing data-driven talent acquisition strategies that support the operational, clinical, and long-term workforce objectives of Alliance Healthcare Services. This role provides strategic oversight of recruitment operations, workforce analytics, talent pipeline development, and recruitment process optimization to ensure the organization attracts, hires, and retains high-performing talent in a competitive healthcare environment.

The Talent Acquisition Manager partners closely with leadership and operational stakeholders to align workforce planning initiatives with organizational priorities, improve recruitment performance outcomes, and strengthen workforce stability across the organization. This position serves as both a strategic advisor and operational leader focused on workforce forecasting, labor market trends, recruitment analytics, and continuous process improvement.

Essential Duties and Strategic Leadership Responsibilities

  • Develop and implement comprehensive talent acquisition strategies aligned with organizational growth, workforce demands, and service delivery objectives.
  • Partner with leadership to identify current and future workforce needs through strategic workforce planning and labor market analysis. 
  • Analyze recruitment metrics, turnover trends, vacancy data, hiring forecasts, and workforce analytics to guide recruitment strategies and operational decision-making. 
  • Lead the design and implementation of scalable recruitment processes that improve efficiency, candidate quality, compensation competitiveness and time-to-fill performance. 
  • Establish measurable recruitment goals, performance indicators, and accountability standards for talent acquisition operations. 
  • Utilize data analytics and reporting tools to evaluate recruitment effectiveness, sourcing strategies, pipeline activity, and retention outcomes. 
  • Develop proactive sourcing strategies and talent pipelines for high-priority, difficult-to-fill, and mission-critical positions. 
  • Lead employer branding and recruitment marketing initiatives to strengthen organizational visibility and candidate engagement. 
  • Collaborate with operational leadership to address workforce gaps, staffing risks, and succession planning initiatives. 
  • Evaluate and recommend recruitment technologies, automation tools, and process enhancements to improve operational effectiveness and candidate experience. 
  • Ensure compliance with federal and state employment regulations, accreditation standards, and organizational hiring policies. 
  • Provide leadership and direction for recruitment operations overall.


  • Prepare and present recruitment dashboards, workforce reports, and strategic hiring updates to leadership. 
  • Monitor healthcare workforce trends, labor market conditions, compensation benchmarks, and competitive recruitment practices to support organizational strategy. 
  • Build and maintain partnerships with universities, residency programs, workforce agencies, and community organizations to support long-term talent acquisition efforts. 
  • Lead recruitment-related initiatives associated with organizational expansion, service line growth, and workforce stabilization efforts. 
  • Participate in strategic planning and organizational development initiatives. 

Qualifications

Education and Experience

  • Bachelor’s degree in human resources, Business Administration, Healthcare Administration, Organizational Leadership, or related field required. 
  • Master’s degree preferred. 
  • Minimum of five (5) years of progressive talent acquisition or workforce planning experience required. 
  • Minimum of three (3) years of leadership or management experience preferred. 
  • Experience within healthcare, behavioral health, community mental health, or multi-site healthcare operations are strongly preferred. 

Knowledge, Skills, and Abilities

  • Strong strategic planning, workforce analytics, and operational leadership skills. 
  • Demonstrated experience utilizing data and metrics to drive recruitment decisions and process improvement. 
  • Knowledge of talent acquisition strategy, workforce planning methodologies, and labor market analysis. 
  • Advanced understanding of recruitment operations, employment regulations, and healthcare staffing challenges. 
  • Strong analytical, critical thinking, and problem-solving abilities. 
  • Experience utilizing applicant tracking systems, HRIS platforms, workforce analytics tools, and reporting systems. 
  • Ability to present complex workforce data and strategic recommendations to executive leadership. 
  • Excellent leadership, communication, organizational, and stakeholder management skills. 
  • Ability to manage multiple priorities and lead initiatives in a fast-paced healthcare environment. 
  • Commitment to confidentiality, professionalism, and organizational mission. 

Working Conditions

  • Primarily office-based environment with occasional travel to Alliance Healthcare Services program locations, recruitment events, and community partnership meetings. 
  • May require occasional evening and weekend hours to support operational and recruitment initiatives. 

Physical Requirements

  • Ability to sit, stand, and work at a computer for extended periods. 
  • Ability to communicate effectively in person, virtually, and by telephone. 
  • Ability to occasionally lift up to 15 pounds.
