Position Summary

XLA is seeking a highly accomplished Program Manager (PM) to serve as the primary contractor representative and Key Personnel supporting the FBI's Homeland Security Task Force (HSTF) Program Support Services contract. The Program Manager will provide strategic leadership, operational oversight, workforce management, financial accountability, and performance management across a multidisciplinary team supporting the FBI HSTF National Coordination Center (NCC).

The PM will be responsible for the successful execution of all contract requirements spanning:

  • Program Management Office (PMO) operations
  • Financial management and accounting support
  • Budget analysis support
  • Audit and compliance management
  • Internal controls assessment
  • Records management
  • Intelligence and financial analysis support
  • Open-source intelligence integration
  • Reporting, metrics, and performance management
  • Training coordination
  • Process improvement initiatives

Required Qualifications

Education

Bachelor's degree from an accredited institution.

Experience

  • Minimum 15 years of professional experience supporting Federal Government programs.
  • Minimum 10 years of Program Management experience.
  • Minimum 5 years managing large multidisciplinary teams supporting federal law enforcement, intelligence, homeland security, or national security organizations.
  • Experience managing programs valued at $10M+ annually.
  • Demonstrated experience supporting FBI, DOJ, DHS, HSI, intelligence community, or similar federal organizations.
  • Experience overseeing financial management, audit, accounting, intelligence, and operational support functions simultaneously.
  • Experience managing geographically dispersed personnel.

Clearance

  • Active Top Secret clearance required.
  • Eligibility for SCI access required.
  • U.S. Citizenship required.

 

Preferred Qualifications

  • Master's Degree in Business Administration, Public Administration, Finance, Accounting, Intelligence Studies, or related field.
  • PMP Certification.
  • FAC-P/PM certification.
  • Certified Government Financial Manager (CGFM).
  • Certified Public Accountant (CPA).
  • Lean Six Sigma Green Belt or higher.
  • Prior experience supporting HSTF, OCDETF, FBI, DOJ, DHS, HSI, or interagency task force environments.
  • Knowledge of:
    • UFMS
    • IPP
    • EPAS
    • Federal appropriations law
    • Federal internal controls
    • Audit readiness programs
    • Intelligence production processes
