Job Description:

Position Description:

Creates, maintains, and documents new or existing database systems using tools such as TOAD and SQL Developer. Uses standardized programming languages such as SQL and Oracle PL/SQL to coordinate relational databases and perform various operations on the data within them. Leverages component-based framework such as Angular to build scalable web or healthcare applications via HTML and TypeScript. Utilizes basic commands and shell scripts to independently code advanced programs. Confers with systems analysts and other software engineers/developers to design systems and to obtain information on project limitations and capabilities, performance requirements and interfaces. Uses business knowledge to translate the vision for divisional initiatives into business solutions by developing complex or multiple software applications and conducting studies of alternatives. Analyzes and recommends changes in project development policies, procedures, standards, and strategies to development experts and management.

Primary Responsibilities:

  • Participates in architecture design teams.
  • Defines and implements application level architecture.
  • Develops applications on complex projects, components, and subsystems for the division.
  • Recommends development testing tools and methodologies and reviews and validates test plans.
  • Responsible for QA readiness of software deliverables.
  • Develops comprehensive documentation for multiple applications or subsystems.
  • Establishes full project life cycle plans for complex projects across multiple platforms.
  • Responsible for meeting project goals on-time and on-budget.
  • Advises on risk assessment and risk management strategies for projects.
  • Plans and coordinates project schedules and assignments for multiple projects.
  • Acts as a primary liaison for business units to resolve various project/technology issues.
  • Provides technology solutions to daily issues and technical evaluation estimates on technology initiatives.
  • Advises senior management on technical strategy.
  • Mentors junior team members.
  • Performs independent and complex technical and functional analysis for multiple projects supporting several divisional initiatives.
  • Develops original and creative technical solutions to on-going development efforts.

Education and Experience:

Bachelor’s degree in Computer Science, Engineering, Information Technology, Information Systems, or a closely related field (or foreign education equivalent) and five (5) years of experience as a Principal Software Engineer/Developer (or closely related occupation) implementing Oracle based solutions for healthcare applications.

Or, alternatively, Master’s degree in Computer Science, Engineering, Information Technology, Information Systems, or a closely related field (or foreign education equivalent) and three (3) years of experience as a Principal Software Engineer/Developer (or closely related occupation) implementing Oracle based solutions for healthcare applications.

Skills and Knowledge:

Candidate must also possess:

  • Demonstrated Expertise (“DE”) designing, implementing, and enhancing healthcare applications based on Oracle Relational Database Management System using PL/SQL, Python, and UNIX; documenting and visualizing integration systems in Atlassian JIRA or Microsoft Office; and deploying healthcare applications using Jenkins or Unix.
  • DE developing healthcare applications and executing Enterprise Resource Planning (ERP) solutions related to healthcare for integrated systems using Oracle 10g/9i/6i Forms and Reports builder; and building master-detail blocks, forms triggers, system variables, multiple form applications, menu, alerts, and List of Values (LOVs) using Oracle.
  • DE driving business outcomes by analyzing, cleansing, and transforming data to identify trends and report critical information, using Oracle SQL and Oracle reports.
  • DE delivering high quality, timely, cost effective, and maintainable software solutions in an Agile or Waterfall environment (to meet functional and non-functional business requirements) using Oracle and Unix; contributing to code and design reviews by defining source control and environment strategies; building healthcare applications using Version tracking tools including Git, PVCS, or Subversion; and deploying healthcare applications using Jenkins pipeline or Unix Shell Scripts.
