SUMMARY: Responsible for the management, supervision, and direction of the various accounting functions and financial reporting activities. Ensures adherence to generally accepted accounting principles (GAAP) and applicable legal and regulatory guidelines, internal controls, policies and procedures. Performs other related duties as necessary.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Works with CFO to recommend and implement the broad policies and programs necessary to achieve the bank’s objectives in the accounting and financial reporting functions.
Provides overall supervision of department employees and oversight of the accounting activities, including but not limited to account reconciliations, financial reporting and analysis, cash management, and internal/external audits. Assigns duties; establishes performance standards; conducts performance management; conducts training; and determines staffing, training and development needs
Oversees the preparation of internal management reports for use by CFO and the Board package that is presented at the monthly Board meetings.
Oversees the preparation of regulatory reports including, but not limited to the FFIEC 041 (CALL report), FR-Y reports, and FR2900.
Responsible for the preparation of the consolidated financial statements for the Holding Company.
Oversees the preparation of the Bank’s operational plan and subsequent variance analysis.
Collaborates with the Bank’s Chief Compliance Officer and CFO to coordinate Accounting/Finance regulatory and audit examinations. Prepares and handles all phases of the department’s audits performed by state and federal bank regulatory examiners and internal auditors. Coordinates external audit of the consolidated financial statements for the annual report. Responsible for the implementation of any audit findings in a timely manner.
Responsible for developing and maintaining the Accounting Procedures Manual: conducts annual policy reviews and updates policies and procedures as necessary. Maintains legal compliance with appropriate regulations and with the institution’s operational policies and procedures and adherence to GAAP.
Directs the preparation and use of all tax records and information as required by municipal, state, and federal tax returns.
Keeps current on new accounting pronouncements and provide guidance to the departments affected for proper implementation.
Supports financial communication by CFO to company shareholders.
Supports Asset-Liability Committee (ALCO) with simulation model/interface to and from G/L system.
SUPERVISORY RESPONSIBILITIES
Directly supervises employees within Accounting/Finance department. Carries supervisory responsibilities per the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
QUALIFICATIONS

EDUCATION AND EXPERIENCE
Master's degree in Accounting. CPA preferred. Minimum ten years of progressive experience in a Controller or Senior Financial Executive role in a financial institution required. Extensive background in financial institution accounting, internal and external financial reporting, and auditing. Strong technical knowledge of GAAP and applicable industry laws and regulations that affect compliance within the accounting/finance division. Experience with bank regulatory examinations is preferred.
SKILLS AND COMPETENCIES
Detail-oriented with the ability to work in a deadline intensive work environment. Strong leadership and organizational skills required to prioritize assignments and provide employee coaching. Proven ability to communicate and motivate effectively at all levels through excellent leadership and interpersonal skills. Proficient in MS Word and Excel.
