Overview

This is advanced technical and managerial work responsible for leading the Information Technology operations of the Property Appraiser’s Office. The position oversees the Server Support and Desktop Support functions and is responsible for the reliability, availability, security, and support of the department’s technology infrastructure, enterprise technology platforms, and end-user computing environment.

The IS Operations Manager is responsible for establishing strong internal operational capabilities, standards, procedures, monitoring, documentation, disaster recovery, security practices, and service delivery processes necessary to maintain business continuity and reliable technology services.

The position works closely with the Chief Information Officer, IS Applications Manager, Information Services staff, County technology partners, and vendors. The position requires strong leadership and communication skills and the ability to clearly communicate technology issues, risks, recommendations, and operational needs to executive and departmental management.

Required Skills and Qualifications

Completion of 60 semester credits, including 15 semester credits in a computer-related field, and a minimum of three (3) years of relevant experience; or completion of a vocational or trade school program and a minimum of four (4) years of relevant experience; or a high school diploma or GED and a minimum of six (6) years of relevant experience.

Experience must include supporting or managing enterprise IT operations and infrastructure, including servers, storage, end-user computing, enterprise software, security, and related technology services.

A minimum of four (4) years of experience supervising or managing technical staff or IT operational functions is required.

Strong knowledge of IT operations, infrastructure management, cybersecurity practices, disaster recovery and business continuity, and IT service management practices is required.

Strong written and verbal communication skills are required, including the ability to effectively communicate technical issues, risks, recommendations, and priorities to technical and non-technical management.

Key Responsibilities include but are not limited to the following:

  • Leads and oversees the Server Support and Desktop Support functions, establishing priorities, service expectations, accountability, and staff development.
  • Ensures the reliable, secure, and efficient operation of servers, storage, desktops, endpoints, printers, and related technology infrastructure.
  • Oversees the administration, configuration, deployment, maintenance, and lifecycle of enterprise technology platforms and software, including operating systems, Microsoft 365, Teams, and other organization-wide technologies.
  • Develops and maintains IT security policies, standards, and operational security practices, including patching, vulnerability remediation, endpoint protection, access controls, and secure configurations.
  • Establishes monitoring, alerting, capacity planning, service metrics, and operational reporting to proactively identify issues, risks, trends, and technology needs.
  • Oversees incident, problem, and change management, including escalation, root-cause analysis, corrective actions, and documentation.
  • Develops and maintains disaster recovery and business continuity capabilities, including backup verification, recovery procedures, testing, and coordination with external providers where dependencies exist.
  • Oversees hardware and software inventory, licensing, asset management, lifecycle and replacement planning, and procurement coordination.
  • Establishes and maintains operational standards, Standard Operating Procedures (SOPs), technical documentation, runbooks, and knowledge-management practices.
  • Oversees the evaluation, testing, deployment, patching, and maintenance of hardware, operating systems, enterprise software, and other operational technologies.
  • Identifies opportunities to automate processes, strengthen internal capabilities, and improve the efficiency, reliability, security, and consistency of technology services.
  • Coordinates with the Applications Manager to ensure infrastructure, security, enterprise platforms, and operational services effectively support internally developed and production applications.
  • Coordinates with County technology teams, vendors, and service providers while maintaining appropriate internal knowledge, oversight, and ownership of technology services.
  • Plans and coordinates staffing and technology support for Property Appraiser events and operations outside the department's normal premises.
  • Manages budget requirements for hardware and technology infrastructure within assigned areas of responsibility, including lifecycle forecasting, replacement planning, and anticipated equipment needs.
  • Assists the Chief of Information Services with operational planning, budgeting, modernization initiatives, technology lifecycle planning, and short- and long-term IT strategy.
  • Provides clear and timely communication to the Chief of Information Services and management regarding operational status, significant incidents, risks, projects, staffing, security, technology needs, and recommendations requiring management attention or decisions.
  • Performs related work as required.

  • Ability to operate a computer keyboard, calculator, telephone, and similar office machines.
  • Ability to sit for long periods of time.
  • Attends work regularly at the designated place and time. Must be able to lift up to 15 pounds at times.

Work Location Requirement:
This position is in-person and requires candidates to reside in South Florida.
