Job Title: Manager of Operations - Maintenance


Reports To: Sr. Manager of Operations Department: Operations
Pay Band: Exempt Effective Date: August 2026

Position Overview:

The Manager of Maintenance Operations is responsible for planning, directing, coordinating, and overseeing all maintenance operations for the Agency's parking garages, surface parking lots, administrative facilities, and related infrastructure. This position provides leadership to maintenance supervisors and staff while ensuring Agency facilities remain safe, clean, functional, and professionally maintained. The Manager is accountable for workforce management, facility maintenance, project execution, contractor oversight, procurement, budget administration, safety compliance, emergency preparedness, operational performance, and timely completion of maintenance work.

Duties:

  • Lead, supervise, coach, and develop maintenance supervisors and staff.
  • Maintain a daily field presence by inspecting facilities and monitoring work quality.
  • Assign, prioritize, and verify completion of work orders and maintenance projects.
  • Hold employees accountable for attendance, productivity, safety, workmanship, and customer service.
  • Conduct quality control inspections to ensure completed work meets Agency standards.
  • Manage preventive and corrective maintenance programs for all facilities.
  • Oversee contractors, vendors, and service agreements, including field inspections and invoice review.
  • Assist in preparation of operational reports, budgets, labor analyses, and productivity reports.
  • Monitor KPIs including work order completion, preventive maintenance compliance, overtime, equipment downtime, and employee productivity.
  • Review and approve employee schedules, timesheets, leave requests, and overtime.
  • Recommend hiring, promotions, disciplinary actions, and dismissals.
  • Develop and conduct quarterly maintenance safety meetings required by the Agency's insurance carrier to maintain eligibility for insurance incentive and risk management programs.
  • Prepare and deliver PowerPoint presentations and safety training using insurance carrier materials.
  • Conduct job-site safety inspections, enforce OSHA compliance, and monitor PPE usage.
  • Inspect all facilities on a routine basis, for cleanliness, safety, and possible
  • Develop, maintain, and update hurricane preparedness plans and coordinate storm preparation and recovery.
  • Coordinate fire drills and emergency evacuation exercises for applicable Agency facilities.
  • Respond to operational emergencies including flooding, power outages, equipment failures, and severe weather.
  • Perform related duties as assigned.

Inspections:

  • Conduct quarterly inspections of assigned parking garages and lots to evaluate facility condition, cleanliness, safety, and overall appearance. 
  • Inspect structural, electrical, plumbing, drainage, lighting, fire-protection, elevator, and mechanical systems for visible damage or maintenance needs. 
  • Review parking equipment, security systems, signage, pavement markings, accessibility features, and pedestrian areas for proper operation and condition. 
  • Identify and prioritize safety hazards, operational issues, preventive-maintenance needs, and potential capital improvement projects. 
  • Prepare a quarterly inspection report with photographs, recommended corrective actions, responsible parties, and follow-up on outstanding repairs

Education & Experience:

  • Bachelor's degree preferred; Associate degree or equivalent technical training considered.
  • Minimum seven (7) years of progressively responsible facility maintenance experience.
  • Minimum five (5) years of supervisory or management experience.
  • Experience managing multiple facilities, contractors, budgets, and maintenance operations.
  • Strong knowledge of HVAC, plumbing, electrical, carpentry, concrete, painting, drainage, lighting, and building systems.
  • Proficiency with Microsoft Office, PowerPoint, Excel, CMMS/work order systems, and GPS fleet management.
  • Bilingual (English/Spanish) preferred.

Additional Requirements:

  • Valid and clear driver’s license. 
  • Ability to travel between locations as necessary.
  • Ability to manage multiple projects and priorities simultaneously.
