This position is responsible for enforcing laws; preventing, detecting, and investigating criminal activity; making arrests; and supporting special crime prevention and law enforcement initiatives. All duties are performed in accordance with Quapaw Nation policies and procedures, internal control standards, and applicable regulations. The Patrol Sergeant ensures the enforcement of Quapaw Nation, federal, state, and local laws while protecting life and property and maintaining public peace and safety. Essential Job Functions:  Serve as an in service Field Training Officer (FTO) for newly hired patrol officers.  Enforce all applicable laws and ordinances while maintaining public peace and safety.  Coordinate, assign, and supervise the training and professional development of subordinate officers.  Maintain internal departmental discipline by ensuring appropriate conduct and professional behavior of assigned personnel. Monitor officer conduct and interactions with the public to ensure fair, impartial, and courteous service.  Ensure adequate law enforcement coverage across all assigned areas and that no duties are neglected.  Review and approve incident and offense reports in the absence of the Patrol Lieutenant to ensure accuracy, completeness, and compliance with departmental policies. Closely supervise personnel performance, including report writing, arrests, record keeping, equipment usage (radios, firearms, patrol vehicles), and general field operations.  Provide on scene supervision and support to officers, ensuring safety and adherence to established policies and procedures.  Prepare and conduct performance evaluations in coordination with command staff.  Recommend, document, and enforce disciplinary actions as necessary. Prepare and submit periodic and special reports to the Chief Marshal, Deputy Chief Marshal, Lieutenants, Executive Director of Public Safety, and/or the Business Committee regarding departmental operations and activities. Review and analyze evidence, witness statements, and suspect information in criminal cases to identify patterns, trends, connections, or similarities across investigations. Cooperate and coordinate with Bureau of Indian Affairs (BIA), county, state, and federal law enforcement agencies on joint investigations, enforcement actions, and special operations. Maintain awareness of changing community conditions and report relevant developments, emerging issues, or trends to command staff, including recommendations for improvement or corrective action. Respond to emergencies and apply appropriate levels of force, including the use of firearms, when necessary, to prevent or halt crimes in progress and ensure the apprehension of offenders. Protect and safeguard public officials, prisoners, citizens, and property as required. Serve warrants, summonses, subpoenas, notices, and other legal documents and court processes. Search for, collect, document, and securely preserve evidence required for criminal investigations and prosecution. Communicate clearly, accurately, and concisely with fellow officers, dispatchers, and members of the public to relay information regarding incidents, suspects, and emergency situations. Conduct inspections of personnel, equipment, and patrol vehicles.  Perform all other duties as assigned. QualificationsJob Specifications:  Knowledge, Skills and Abilities:  Thorough knowledge of modern law enforcement principles, practices, procedures, techniques, and equipment.  Thorough knowledge of applicable federal, tribal, and state laws, ordinances, and departmental rules and regulations. Ability to carry out, interpret, and enforce existing laws, policies, and procedures, and to assist in the development or improvement of policies and methods within the assigned area of responsibility. Ability to regularly interact with the general public, personnel from other departments, representatives of outside organizations, and large organizational units to furnish or obtain information, explain procedures, or address specialized matters related to the position. Demonstrated ability to effectively train, supervise, and evaluate subordinate personnel. Ability to establish and maintain effective working relationships with peers, supervisors, and external partners. Ability to communicate effectively, both verbally and in writing, including the ability to give clear verbal and written instructions. Ability to exercise independent judgment under pressure while preserving the integrity and sovereignty of the tribal organization. Ability to maintain frequent contact with the public while exercising courtesy, discretion, professionalism, and sound judgment. Ability to gather, prepare, maintain, and safeguard operational reports and routine records, including confidential or sensitive information. Demonstrated high level of responsibility for public safety and the enforcement of laws and public safety standards. Must have no felony convictions or misdemeanor convictions involving domestic violence or moral turpitude. Must successfully complete all required training and maintain required certifications. Ability to operate motor vehicles safely for official duties. Must be willing and reasonably available to respond to after hours callouts and emergency incidents on a 24 hour, as needed basis. Must be able to obtain and maintain a Special Law Enforcement Commission (SLEC) from the Bureau of Indian Affairs Office of Justice Services. Must be willing and able to perform all job related travel as required. Must be willing to carry a firearm and use deadly force, when necessary, in the performance of official duties. Must possess the physical and mental stamina necessary to perform the essential functions of the position and to endure the inherent physical demands, discomforts, and dangers of law enforcement work. Must successfully complete a comprehensive physical examination meeting the specifications of the Quapaw Nation Marshal Service. Must be at least 21 years of age. Must be able to successfully pass a tribal background investigation and drug screening. Maintain a current driver’s license in good standing and qualify under the Quapaw Nation Motor Vehicle Policy.   Experience: Minimum of two (2) consecutive years of service as a commissioned police officer.   Education: Basic Law Enforcement Certification is required.   Physical Abilities: Frequently required to sit, speak, and hear, and regularly stand and walk for extended periods during patrol and emergency responses.  Must use hands and fingers to operate law enforcement equipment, firearms, tools, controls, and communication devices.  Must be able to reach with hands and arms, including above shoulder height, and perform physical activities such as climbing, balancing, stooping, kneeling, crouching, and crawling during law enforcement operations.  May be required to use the senses of smell and taste to detect environmental hazards or conditions impacting public safety.  Must occasionally lift, carry, push, or move objects or individuals weighing more than 100 pounds during emergency, rescue, or custodial situations.  Required vision abilities include close and distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus to safely operate vehicles and firearms and maintain situational awareness.  Working Conditions:  A significant portion of the work is performed outdoors and may involve exposure to varying weather conditions. The position may also involve infrequent exposure to wet and/or humid conditions, fumes, airborne particles, toxic or caustic chemicals, extreme cold or heat, and vibration. While performing required duties, the individual may be exposed to blood or other potentially infectious materials.
