Job Summary
The Regional Manager provides strategic leadership, operational oversight, and regulatory compliance oversight across multiple correctional healthcare facilities. This role ensures consistent implementation of organizational policies, clinical standards, and contractual obligations while driving quality improvement, operational efficiency, and risk mitigation. The Regional Manager serves as a key liaison among corporate leadership, site leadership, and client partners to ensure high-quality, compliant, and patient-centered healthcare delivery.

Essential Duties & Responsibilities
Leadership, Supervision & Site Support
- Provide ongoing supervision, coaching, and performance oversight for HSAs and site leaders, ensuring they meet operational, clinical, and administrative expectations.
- Conduct structured leadership check‑ins to review staffing, workflow challenges, team morale, and operational priorities.
- Mentor site leaders in budgeting, financial stewardship, personnel management, client relations, and leadership competencies.
- Support leaders through performance challenges by offering guidance, corrective strategies, and structured improvement plans.
- Address payroll discrepancies, timecard issues, and staffing gaps in collaboration with HR, payroll, and scheduling teams.
- Monitor overtime usage, vacancy rates, and scheduling compliance to ensure staffing stability and cost control.
- Facilitate weekly regional calls to align priorities, share updates, and reinforce expectations.
- Lead monthly performance review meetings to evaluate site progress, discuss trends, and set improvement goals.
- Promote inclusive, respectful team dynamics and facilitate conflict resolution when interpersonal or operational issues arise.
- Provide counseling, coaching, and disciplinary actions when necessary, ensuring documentation and HR alignment.
Policy Management & Compliance Oversight
- Oversee the implementation and consistent application of all organizational policies and SOPs across assigned facilities.
- Conduct policy reviews to ensure alignment with evolving regulatory standards, accreditation requirements, and contractual obligations.
- Provide expert interpretation of policies to guide site leaders through complex operational or clinical scenarios.
- Participate in policy development committees, contributing field‑based insights to strengthen organizational standards.
- Ensure staff complete required policy acknowledgments and understand expectations through training and reinforcement.
Site Oversight, Operational Reviews & Performance Monitoring
- Conduct regular site visits using structured assessment tools to evaluate clinical workflows, staffing adequacy, documentation quality, and compliance with standards.
- Review overdue tasks such as chart audits, incident reviews, sick call backlogs, and compliance checklists, ensuring timely resolution.
- Ensure all required documentation, including incident follow-ups, audit findings, and corrective actions, is completed accurately and on time.
- Review and manage Drug Exception Requests (DERs), ensuring formulary compliance, clinical justification, and appropriate documentation.
- Evaluate operational risks such as staffing shortages, documentation gaps, safety concerns, or workflow inefficiencies.
- Monitor key performance indicators, including sick call timeliness, chronic care compliance, grievance trends, staffing metrics, and client concerns.
- Provide actionable feedback and collaborate with site leaders to implement performance improvement strategies.
Corrective Action, Investigations & Quality Improvement
- Lead or support investigations related to incidents, grievances, clinical concerns, or operational failures.
- Conduct root cause analyses and ensure findings translate into meaningful corrective actions.
- Review corrective action plans (CAPs) with site leadership, outlining clear timelines, responsibilities, and measurable outcomes.
- Monitor CAP progress and escalate unresolved issues to senior leadership when necessary.
- Support quality improvement initiatives by identifying trends, recommending interventions, and ensuring consistent implementation across sites.
Regulatory, Accreditation & Client Audit Readiness
- Oversee readiness for NCCHC, ACA, DOH, and client audits by ensuring documentation, processes, and staff knowledge meet required standards.
- Conduct mock surveys to identify gaps and prepare staff for formal inspections.
- Ensure all required logs, reports, and compliance documents are maintained accurately and consistently.
- Serve as the primary regional contact during audits, inspections, and client reviews.
- Ensure timely submission of required reports and follow‑up documentation after audits.
Education, Competency & Staff Development
- Monitor completion of annual competencies, mandatory training, licensure renewals, and continuing education requirements.
- Collaborate with training teams to ensure onboarding and annual training programs meet organizational and regulatory expectations.
- Provide leadership development coaching to HSAs and emerging leaders.
- Reinforce expectations for documentation quality, clinical workflows, and operational standards through ongoing education.
Key Skills and Competencies
- Ability to manage diverse facility operations, ensuring consistency, compliance, and performance
- Ability to lead transitions in policy, staffing, and workflows with minimal disruption
- Ability to navigate urgent issues (e.g., staffing gaps, DERs, incident response) with clarity and accountability

- Leadership experience in correctional health settings
- Strong understanding of NCCHC, ACA, and state regulatory frameworks
- Proven ability to manage site operations and drive performance improvement
