Director, Campus Planning

The University of Miami/UHealth department of Facilities has an exciting opportunity for a Full Time Director, Campus Planning to work at the UHealth Medical Campus. The Director, Campus Planning directs all transportation, traffics, and parking management planning activities as required for regulatory approvals. The incumbent’s ultimate goal is to reduce the single occupant vehicles over time.

Core Responsibilities

  • Develops policies, plans, and projects relating to access to the University via roads, cars, mass-transit pedestrian systems, and biking.

  • Works with other departments to facilitate integration of long-term campus master planning and future parking demands. 

  • Oversees consultant studies, including the preparation of requests for proposals, selection of consultants, and supervision of consultant work.

  • Generates traffic, parking, and transportation reports and memoranda.

  • Advances recommendations to minimize traffic in and around the facilities.

  • Maintains current knowledge of legislation associated with transportation and land use.

  • Assesses infrastructure requirements of campus developments. Collaborates with other departments to make improvements to the effectiveness, efficiency, and quality of the mobility services being offered.

  • Spearheads short and long-term plans for campus accessibility to facilitate pedestrian mobility and alternative modes of transportation.

  • Establishes and continuously assesses the effectiveness of the internal controls within the unit and compliance with University policies and procedures.  10. Ensures employees are trained on controls within the function and on University policy and procedures.

Department Specific Functions

  • Lead and manage all aspects of building recertification programs, ensuring compliance with regulatory timelines and requirements.

  • Oversee land use and campus planning efforts, including zoning analysis, site planning, and integration with the University’s master plan.

  • Develop and maintain strong working relationships with the City of Miami, Miami-Dade County, and other AHJs, serving as the Health System’s representative on planning, permitting, and zoning matters.

  • Provide guidance on regulatory processes, entitlements, and approvals required for new construction, renovations, and campus expansion.

  • Collaborate with University leadership, architects, engineers, and consultants to align project goals with long-term land use strategies.

  • Monitor local and regional policy developments related to zoning, land use, and building codes, advising leadership on potential impacts.

  • Prepare and present planning reports, feasibility studies, and recommendations to senior leadership.

  • Support sustainability, resiliency, and community engagement initiatives as part of the University’s broader planning strategy.

  • Mentor and supervise planning staff, fostering a collaborative and solution-oriented work environment.

CORE QUALIFICATIONS                                                                                                    

  • Bachelor's degree in architecture, engineering, construction management, planning, real estate or a related field. Master’s degree preferred.

  • Minimum 10 years of relevant experience, preferably at an academic medical institution.

Knowledge, Skills and Attitudes:

  • Strong working knowledge of Miami-Dade zoning codes, land use regulations, permitting processes, and building recertification requirements.

  • Proven ability to build effective relationships with government agencies and AHJs.

  • Strong leadership, communication, and negotiation skills with the ability to represent the Health System at public forums and regulatory meetings.

  • Experience managing teams, consultants, and complex planning projects.

  • Knowledge of business and management principles.

  • Ability to direct, manage, implement, and evaluate department operations.

  • Ability to establish department goals and objectives that support the strategic plan.

  • Ability to effectively plan, delegate and/or supervise the work of others.

  • Ability to lead, motivate, develop and train others.
