Job DetailsJob Location: Headquarters - Midland, TX 79701Position Type: Full TimeJob Category: BankingGeneral Summary Monitoring & overseeing every aspect of the bank’s Community Reinvestment Act Program. Collect & report CRA data per regulations. Principal Duties and Responsibilities Responsible for staying up to date on and complying with all applicable banking laws and regulations as well as CNB policies and procedures. Monitor any changes to regulations that pertain to the Community Reinvestment Act and Home Mortgage Disclosure Act. Collect, analyze and report CRA data. Annual submission of CRA data collected required by banking regulations. Prepare and present periodic CRA performance reports to senior management, and/or the Compliance Committee, including performance trends, identified gaps, corrective actions, assessment-area reviews, and examination readiness. Monitor and evaluate the bank’s CRA performance across lending, community development investments, and services; identify performance gaps and emerging risks; and recommend appropriate strategies and corrective actions. Lead or coordinate community outreach to identify credit and community-development needs; maintain records of contacts and findings; communicate identified needs to appropriate business units; and evaluate whether bank activities are responsive to those needs. Communicate with lenders, lending personnel, CRA public relations, and various other employees in reference to information that pertains to CRA loans, services and investments/donations. Develop and provide role-appropriate CRA training to lending, branch, operations, marketing, and other affected personnel, including onboarding and periodic refresher training. Interface with Examiners before, during and after a CRA exam; gather any information necessary requested by the examiners, including providing the necessary HMDA data to the examiners. Maintain any updates to the CRA Public file, Branch file, CRA policy, CRA notices posted in the lobbies of the branches & main office. Communicate with community leaders on CRA projects that the bank participates in, or could potentially participate in. Maintain regular and punctual attendance. Work cooperatively with others. Performs other duties as required or assigned which are reasonably within the scope of the duties in the job classification. Audits Assist external auditors & bank examiners with any information needed, questions answered, or exceptions cleared in reference to the CRA data collected. Assist the Compliance Officer with internal CRA audits, as needed. QualificationsSkills and Abilities Required • Computer software: Microsoft Word, Microsoft Excel, DocuCommand, CenTrax Next, CD Trax, Navigator, FFIEC HMDA & CRA data entry software. • Knowledge of compliance regulations and future changes to these regulations. • Familiar with policies and procedures pertaining to CRA, HMDA, Denials/WDs. • Problem solving ability, self-starter, and independent thinker with strong analytical Skills. • Careful attention to detail and accuracy is essential. • Ability to multi-task and strong research skills. • Ability to work, interact and communicate with employees, management, auditors, examiners and community leaders. Physical Requirements • Occasionally move office equipment, and files weighing 10+ pounds. • Constantly operates a computer, a calculator, copy machine, printer, and other office equipment. • Must be able to remain in a stationary position 75% of the time to process work.
