Engineer – Civil & Site Development

Department of Administrative Services

Pay Range: $40.40 – $60.60

 

Job Summary:  The Principal Civil Engineer provides technical engineering services within the Civil and Site Development Engineering Unit.  Provide civil, municipal, environmental, and structural engineering planning and design services for various Public Works projects, including field work for surveying and construction coordination. Provide project management services for projects designed by outside consultants.  Manage annual programs such as asphalt assessments, sanitary sewer inspections and repairs, etc.  Independently lead projects, work as part of a team, and provide support to Sr Engineers and Construction Coordinators.  The primary purpose is to implement projects approved in the Capital Budget and to provide day-to-day civil engineering services to customer departments, including fieldwork.   

 

Essential Duties:

  • Perform field work including surveying and construction coordination for a variety of civil engineering projects.
  • Prepare engineering designs, studies, estimates, and reports using engineering tools such as AutoCAD Civil 3D. Prepare and check the development of complete plans, drawings, specifications, and cost estimates for the construction, alteration, or maintenance of Milwaukee County facilities including roads, bridges, underground utilities, buildings, parking facilities, and various site development activities. Prepare plan sets including drawings and specifications for bidding. Run bid processes and award contracts following Federal, State, and County requirements. Effectively communicate complex engineering concepts to stakeholders.
  • Use project management best practices to coordinate design and construction projects with consultants and contractors, including the consultant selection process; review consultant plans and reports; lead project meetings; supply information to project stakeholders. Utilize the department standard project management software to keep project information flow up to date; provide timely communication and reporting to customers and management. Ensure delivery on customer priorities through effective project reporting and communications to support ongoing initiatives and schedule.
  • To undertake special studies, investigations and comprehensive reports in the field of civil, structural and environmental engineering.  Perform such other duties as may be assigned, such as preparing Requests for Proposals, selecting and hiring consultants, managing consultants, reviewing outside agency and private development impacts on County facilities, etc.
  • Complete sanitary sewer facilities inspections with internal staff and/or consultants.  Maintain inspection and condition documentation.  Prepare and administer contracts for repair of deficiencies found during inspections.

 

Minimum Qualifications:

  • Ability and willingness to expand surveying and construction coordination experiences for a variety of civil engineering projects.
  • Must be a current resident of Wisconsin.
  • Valid WI Driver’s License during application and maintained throughout employment.
  • Bachelor’s degree in Engineering (Civil/Architectural/Construction) or similar
  • At least one (1) year of experience in Civil, Architectural, or Construction Engineering-related work.
  • Intermediate knowledge of all related computer and software applications, such as word processing and spreadsheets.
  • Intermediate knowledge of survey equipment Software
  • Knowledge of AutoCAD design software

 

Preferred Qualifications:

  • Public works infrastructure project experience a plus

 

Knowledge, Skills & Abilities: 

  • Survey knowledge with GPS and total station.
  • Ability to complete construction inspections for a variety of civil engineering projects in the field that require access to various terrain such as drainage ditches and embankment slopes.
  • Ability to use Survey and Computer-Aided Drafting systems for design and plan production.
  • Knowledge of theories, principles, and practices of civil/construction/architectural engineering.
  • Use of Word and Excel programs
