This position at Employ Milwaukee reports to and receives direction from the Chief Financial Officer, and ensures that the organization’s budget, accounting, and financial reporting services are accomplished on a timely basis in accordance with appropriate regulatory, legal, and funding source requirements. In addition, this position is directly responsible for all aspects of training vouchers and shared responsibilities for account analysis and annual audit preparation.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Financial Reporting and Audit Support
- Prepare and submit invoices and required financial reports to federal funders such as WI Dept of Workforce Development, Dept of Labor, Dept of Health and Human Services, ensuring compliance with grant award specifications and Uniform Guidance (2 CFR Part 200).
- Assist in preparation of quarterly financial reporting to the Finance Committee and Board of Directors.
- In collaboration with the CFO, prepare and maintain audit-ready schedules such as the Schedule of Expenditures of Federal Awards (SEFA) and other supporting documentation for annual financial statement monitorings and single audits.
- Compile detailed schedules supporting account balances, grant activity, and other financial disclosures.
- Ensure all audit deliverables are accurate, well-organized, and submitted within required timelines.
Grant Budget Development and Monitoring
- Assist in the development of grant budgets in partnership with program staff and leadership, ensuring alignment with funding requirements and organizational priorities.
- Provide financial analysis and recommendations during the budgeting process, including cost allocation methodologies and allowable cost considerations.
- Support budget modifications and amendments as needed, ensuring compliance with grantor requirements.
- Ensure proper classification of program vs. administrative costs and direct vs. indirect costs, consistent with organizational policies and NICRA.
- Contribute to financial reporting for grants, including funder reports and internal management reports.
Balance Sheet and Income Statement Analysis
- Perform monthly and year-end analysis of balance sheet and income statement accounts to ensure accuracy, completeness, and compliance with Uniform Guidance (2 CFR Part 200) and applicable grant requirements.
- Review and approve account reconciliations, ensuring all balances are properly supported, allowable, allocable, and reasonable under federal cost principles.
- Identify and resolve unallowable costs, misclassifications (e.g., program vs. administrative, direct vs. indirect), and inconsistencies with the organization’s Cost Allocation Plan and NICRA.
- Investigate variances and unusual transactions, ensuring timely correction and adequate documentation for audit purposes.
ITA Vouchers
- Training vouchers include expenses for tuition, supportive services, on the job training (OJTs) and incumbent worker training (IWTs).
- Review program training vouchers for completeness and code with correct funding source.
- Process program training voucher invoices received from training providers related to programs and ensure all required documentation is attached.
- Address questions from program staff and training providers regarding payment status.
- Directly interface with Program Specialists to obtain missing supporting documentation from training providers required to complete/process vouchers for payment.
- Monitor open encumbrances and liquidate expired or unneeded encumbrances quarterly or as needed.
- Create encumbrances for expenditures, including making sure appropriate backup is received and signature requirements are met.
- Process and code voucher-related accounts payable entries, including making sure all needed backup is submitted.
- Review open vouchers on a regular basis to ensure that payments are timely and that EMI’s encumbrances are properly reflected.

KEY ABILITIES, KNOWLEDGE AND SKILLS:
- Apply strong nonprofit accounting and grant compliance knowledge (Uniform Guidance/2 CFR 200 and applicable grantor requirements) to support accurate, audit-ready financial reporting.
- Lead account reconciliations and analytical reviews; investigate variances, resolve discrepancies, and document conclusions and supporting evidence.
- Prepare and maintain audit schedules and supporting documentation; respond to PBC requests and serve as a liaison with external auditors.
- Partner with program staff to ensure costs are allowable, allocable, reasonable, and properly supported; provide guidance on documentation, coding, and corrective actions.
- Demonstrate advanced Excel skills (e.g., pivot tables, lookups, complex formulas) to analyze large data sets, validate transactions, and streamline reporting.
- Leverage financial systems (e.g., Abila MIP Fund Accounting, Microix or similar) to ensure accurate coding, timely processing, and reliable reporting outputs.
- Communicate complex financial concepts in clear, practical terms; prepare concise written summaries and present fiscal information to leadership and non-fiscal staff.
- Work independently with sound judgment while coordinating priorities across the finance team and meeting multiple deadlines in a fast-changing environment.
MINIMUM QUALIFICATIONS:
- Bachelor’s degree in Accounting, Finance, or related field and three to five years of accounting experience, or a combination of education and experience.
PREFERRED QUALIFICATIONS:
- Four to six years of experience in a non-profit and/or grant accounting role strongly preferred, or equivalent combination of related education and experience.
- Certified Public Accountant preferred.
