Overview

FWI is building a team to administer, maintain, secure, and accredit the Defense Language Institute Foreign Language Center (DLIFLC) Academic Network, which provides the IT environment for 100% of DLIFLC teaching and instruction for all students, staff, faculty, and guests. This position will serve as the Government's lead application development authority, bridging DevOps practices, Agile methodology, and software lifecycle management to deliver innovative educational technology solutions. The Application Developer Lead will provide overall leadership for all application development and sustainment within DLIFLC, ensure timely delivery using DevOps best practices, manage release cycles, and ensure the military language training community receives modern, reliable, and user-friendly applications that enhance their language learning experience.

Work Schedule and Location:

On-Site: This full-time on-site position will work Monday through Friday,7:45am to 4:45pm at Presidio of Monterey in Monterey, CA.

Responsibilities

  • Lead the DevOps Application Development/Sustainment team
  • Ensure timely delivery using DevOps best practices and Agile methodology
  • Manage Software Development Life Cycle (SDLC) and Release Management processes
  • Develop and maintain applications using .NET, JAVA, SQL/MySQL, and HTML5
  • Support SharePoint, Linux, Tomcat, Apache, iOS, PHP, and WordPress environments
  • Utilize Microsoft Power Platforms (Power Apps, Power BI, Power Automate)
  • Manage GitLab repositories and CI/CD pipelines
  • Ensure Section 508 accessibility compliance in all development
  • May be required to travel (CONUS/OCONUS)

 

Qualifications

Required: 

  • BA/BS from accredited college/university with minimum 5 years experience OR 9+ years experience serving as an Application Developer
  • Requires one of the following certifications: CCNA Security, CySA+, GICSP, GSEC, Security+ CE, or SSCP
  • Vendor Specific CE/OS Certification
  • Required technical skills:
    • .NET, JAVA, SQL, MySQL, VDX, IIS, HTML5
    • Linux, Tomcat, Apache
    • SharePoint
    • iOS Development/Sustainment, PHP, WordPress
    • Microsoft Power Platforms (Power Apps, Power BI, Power Automate)
  • Experience leading teams
  • Experience with DevOps Methodologies, GitLab, and Agile Methodologies
  • Experience with Amazon, Microsoft, or Google cloud services
  • Extensive experience in both application development/sustainment and operational support for large, highly scalable applications
  • Secret level security clearance
