Hampton, Lenzini and Renwick, Inc. (HLR) is seeking an experienced Phase III Construction ManagerĀ in our Mt. Carmel, IL location to support and lead constructionĀ engineering services for municipal, county, IDOT, and Illinois Tollway (ISTHA) projects. This role serves as a Resident Engineer andĀ technical resource, providing hands-on field oversight, quality assurance, and construction-phase leadership across transportationĀ and infrastructure projects.Ā The ideal candidate is a detail-oriented professional with strong knowledge of IDOT procedures, construction inspection, materialsĀ testing, and field coordination. You'll work closely with contractors, clients, and internal teams to ensure projects are deliveredĀ safely, accurately, and in full compliance with specifications.

What You'll Do:
Construction Oversight & Resident Engineering
- Act as Resident Engineer providing Phase III construction oversight on municipal, county, IDOT, and ISTHA projects.
- Lead weekly construction meetings and coordinate communication between contractors, clients, and stakeholders.
- Identify potential schedule, budget, or constructability issues and work collaboratively to resolve them.
- Attend preconstruction meetings and support field coordination activities.
Project Administration & Documentation
- Prepare pay estimates, change orders, and project documentation in accordance with IDOT and client-specific requirements.
- Review construction calculations and support other Resident Engineers with technical questions.
- Review design plans for constructability during the design phase.
Materials Testing & Quality Assurance
- Manage Phase III personnel and oversee or perform construction materials testing, including soils, aggregates, concrete,
and asphalt. - Perform field and laboratory testing such as density testing, gradation, permeability, moisture, and concrete testing.
- Calibrate testing equipment in accordance with IDOT and AASHTO requirements
- Manage IDOT certification for aggregate and concrete labs and AASHTO certification for soils labs
Field Support and Technical Assistance
- Use survey equipment to verify contractor grades and alignment.
- Assist with transportation design tasks during winter months as workload allows

What You Bring
Education & Licensure
- Bachelor's Degree in Civil Engineering (ABET-accredited).
- Licensed Professional Engineer (PE) in Illinois.
Experience & Technical Knowledge
- Strong familiarity with IDOT Standard Specifications, Construction Manual, and Project Procedures Guide.
- Knowledge of standard specifications for water and sewer main construction.
- Experience with construction inspection, materials testing, and QA/QC procedures.
- IDOT and ISTHA project experience preferred.
Certifications & Training (Preferred or Willing to Obtain)
- IDOT documentation, CMMS, and QMP certifications.
- IDOT materials testing certifications (PCC, HMA, Aggregate, Soils).
- Erosion control certifications (Classes IāIII).
- MSHA training.
Skills & Attributes
- Independent, self-motivated professional with strong problem-solving abilities.
- Strong written and verbal communication skills.
- Proficiency with AutoCAD and/or MicroStation preferred.
- Valid driver's license with a good driving record.
Physical Requirements
- Ability to work outdoors in extreme weather conditions for extended periods.
- Ability to walk, stand, crouch, bend, and navigate uneven terrain.
- Ability to lift and carry a minimum of 30 pounds.
