Job Description Summary:

Financial Operations is responsible for the comprehensive Accounting, Bursar and Payroll activities of the university. The Payroll Office is responsible for processing all university payrolls including payroll tax depositing and employee deductions. Process all reporting requirements within the parameters of federal, state and laws/regulations as well as to ensure internal controls are in place to safeguard William & Mary.
We are seeking a highly motivated and independent professional to serve the campus community with expertise and compassion. This position handles various payroll-related accounting and reconciliation activities supporting the comprehensive payroll functions, serves as the Non-Resident Alien Tax Accountant and acts as the Payroll liaison for all Non-Resident Alien services. Duties include, but are not limited to: Responsibility for oversight of the NRA tax analysis process and review of all payments to non-resident aliens, including Payroll, Accounts Payable and Student Financial Aid transactions, coordination of NRA student orientations semi-annually, providing support and guidance to campus related the NRA process, as well as tax remittances and filings related to Form 1042-S and 1042.
The Non-Resident Alien Tax Accountant is responsible for managing a range of payroll-related accounting and reconciliation activities in support of the comprehensive payroll functions. In addition, the Non-Resident Alien Tax Accountant will offer support to the payroll operations and tax compliance program and serve as one of the Payroll Compliance Auditors. We cannot sponsor applicants for work visas for this position.

Job Description:

Required Qualifications:

  • Bachelor’s degree in Accounting, Finance or related area or equivalent combination of education and experience.

  • Ability to work with minimal supervision, prioritize multiple tasks efficiently, and consistently meet deadlines in a detail-oriented and analytical environment.

  • Well organized, proactive, and able to exercise sound judgment.

  • Working knowledge of nonresident alien and resident alien tax laws; payroll policies and procedures; payroll tax regulations; and GAAP; along with a demonstrated ability to work with automated payroll systems (Workday).

  • Exceptional interpersonal and communication skills, including the ability to interact clearly and empathetically with individuals for whom English may be a second language.

  • Patience, cultural sensitivity, and a strong commitment to customer service.

  • In addition, this role involves significant follow-up with non-resident aliens to ensure requested documentation is submitted accurately and in a timely manner.

  • Proficiency with Microsoft Office applications.

  • Demonstrated ability to perform complex mathematical computations.

  • Ability to work effectively with people in a fast-paced environment.

 

Preferred Qualifications:

  • Experience working in higher education is highly preferred.

  • Experience using Workday or a similar accounting system.

  • Experience working with VA policies and procedures within a state university system.

  • Experience working with Sprintax Calculus Tax Determination System.

  • Strong analytical skills, with the demonstrated ability to prepare financial analyses and reports.

  • Demonstrated ability to work independently, prioritize, take initiative. and follow tasks through to completion while paying attention to detail and accuracy. Strong organizational skills with the ability to manage multiple projects with competing deadlines.

70% - Non-Resident Alien Management and Compliance:

  • Oversee payment processing and tax determination for all Non-Resident Alien payees, ensuring precise withholding and strict adherence to tax regulations, while staying updated on evolving international tax laws.

  • Meticulously review, analyze, and execute complex financial transactions related to Non-Resident Aliens, collaborating seamlessly with internal departments to compile essential information and maintain documentation.

  • Foster robust campus-wide relationships and proactively supports NRA transaction management, providing expert guidance and practical assistance.

  • Prepare and submit accurate tax reports, including Form 1042-S, to ensure IRS compliance and remain current with changes in NRA tax regulations, communicating updates effectively to relevant stakeholders.

  • Contribute to the development and implementation of internal processes to guarantee accurate reporting and unwavering compliance with NRA tax requirements.

  

15% - Payroll Documentation and Recordkeeping:

  • Maintain a meticulously organized and current record-keeping system encompassing all aspects of NRA transactions, reporting, and payroll taxation matters.

  • Prioritize the accessibility of documentation to facilitate seamless internal and external audits, upholding our commitment to transparency and accountability.

  • Collaborate effectively across cross-functional teams, including Finance, HR, Legal, and Payroll, ensures the prompt resolution of intricate tax-related issues.

  • Maintain regular communication with Supervisor, providing updates on significant regulatory changes and NRA-related concerns, facilitating informed decision-making.

  • Assist with other assigned tasks, contributing to the overall efficiency and effectiveness of the payroll operations.

  

15% - Payroll Team Processing and Tax Support:

  • Play a vital part in handling intricate payroll taxation matters, encompassing calculations, reporting, and meticulous compliance with both local and federal tax regulations.

  • Offer guidance and proactive support in resolving payroll taxation issues and addressing inquiries from employees.

  • Contribute to financial reporting payroll reconciliations and act as a dependable backup for the Payroll processing team.

Posting Range: $60,000-$70,000 commensurate with experience.
