About the Role

Black Mountain Dynamics is seeking a Lead Technical Program Manager to lead the Program Management Office (PMO) supporting enterprise-scale IT network deployments for a leading autonomous mobility client.

This is a hands-on leadership role responsible for managing a team of Technical Program Managers while overseeing a portfolio of 15–25 concurrent network deployment projects from construction through production launch.

You'll help build and mature the PMO by establishing standardized processes, improving reporting and documentation, proactively managing risks, and ensuring seamless coordination between construction teams, network engineers, IT vendors, and client stakeholders.

Success in this role is measured by predictable, on-time deployments, operational excellence, team development, and the confidence of executive leadership in program execution.

What You'll Do

PMO Leadership

  • Lead, mentor, and develop a team of Technical Program Managers.

  • Balance workloads and ensure consistent, high-quality project execution.

  • Own a portfolio of 15–25 concurrent IT network deployment projects.

  • Develop and continuously improve PMO standards, templates, documentation, and operating rhythms to support scalable growth.

Program & Deployment Management

  • Manage projects through the full deployment lifecycle, from construction coordination through production launch.

  • Coordinate work across network engineering, construction, IT vendors, and internal client teams.

  • Develop and maintain project schedules, milestones, and resource plans.

  • Ensure deployment readiness through defined phase gates and launch criteria.

Stakeholder Management

  • Serve as the primary program management liaison across more than ten client organizations.

  • Communicate project status, risks, and executive-level updates using meaningful metrics and reporting.

  • Facilitate recurring project meetings and drive alignment among cross-functional stakeholders.

  • Resolve competing priorities while maintaining deployment schedules.

Documentation & Process Excellence

  • Create and maintain deployment plans, technical documentation, project schedules, and site requirements.

  • Ensure accurate tracking of deployment data across multiple simultaneous projects.

  • Drive consistency in documentation and reporting throughout the PMO.

Risk & Issue Management

  • Identify project risks early and implement mitigation strategies.

  • Lead resolution of cross-functional issues affecting project delivery.

  • Escalate critical issues with clear recommendations and actionable solutions.

Required Qualifications

  • 7–10 years of experience managing or supporting IT infrastructure projects.

  • Experience leading, mentoring, or supervising Project Managers or Technical Program Managers.

  • Working knowledge of IT infrastructure and networking concepts, with the ability to communicate effectively with engineering teams.

  • Experience with project management platforms and collaboration tools including:

    • Google Workspace

    • ServiceNow

    • Smartsheet

  • Strong organizational and time-management skills with exceptional attention to detail.

  • Excellent written, verbal, and presentation communication skills.

  • Proven ability to manage multiple complex projects in a fast-paced environment.

  • Strong leadership, collaboration, and conflict-resolution skills.

Preferred Qualifications

  • Bachelor's degree in Information Technology, Engineering, Business, or a related field.

  • PMP or CAPM certification.

  • Familiarity with configuring or deploying network infrastructure, including:

    • Routers

    • Switches

    • Firewalls

    • Wireless (Wi-Fi) infrastructure

  • Experience working in a Managed Services Provider (MSP) environment.

Working Conditions

  • Primarily office-based.

  • Approximately 15–20% travel to client deployment sites.

  • Occasional evening and weekend work to support deployment windows and production launches.
