Position Summary:    The Division Controller serves as the senior financial leader for the assigned operating divisions (Crown Utilities – Northwest and Excel Utility Contractors – Midwest). This role is responsible for the accuracy, integrity, and timeliness of divisional financial reporting, job cost accounting, cash management, budgeting, internal controls, and operational financial support.

The Division Controller partners closely with operational leadership to drive profitability, manage risk, improve working capital, and support strategic decision-making, while ensuring compliance with GAAP, tax regulations, and corporate reporting standards.

Essential Duties and Responsibilities:

Financial Reporting:

  • Oversee the preparation and timely submission of accurate financial statements, including balance sheets, income statements, and cash flow statements.
  • Oversee preparation and review of Work-in-Progress (WIP) schedules, backlog reporting, and percentage-of-completion revenue recognition in accordance with ASC 606.
  • Ensure accurate tracking of overbillings and underbillings.
  • Coordinate with external auditors and surety providers.
  • Ensure compliance with Generally Accepted Accounting Principles (GAAP) and other relevant accounting standards.   
  • Prepare and analyze financial reports for management and stakeholders, providing insights into financial performance and trends.
  • Ensure timely submission of divisional reporting to Corporate and private equity stakeholders.

Financial Analysis:

  • Conduct financial analysis to identify areas for improvement and opportunities for growth.
  • Monitor project-level gross margins and identify margins fade or cost overruns.
  • Partner with operations to review job profitability, labor utilization, equipment absorption, and cost controls.
  • Prepare financial forecasts and budgets and monitor performance against these plans.
  • Analyze financial data to support strategic decision-making and identify potential risks (i.e., customer profitability).
  • Analyze working capital metrics including AR aging, retention, and cash flow forecasts.

Accounting Operations:

  • Manage the Finance and Accounting department, including staff supervision, training, and development.
  • Ensure accurate and timely month-end and year-end close processes.
  • Maintain integrity of the general ledger and subsidiary ledgers.
  • Oversee billing, collections, payables, payroll, and job cost accounting processes.
  • Drive process improvements and ERP system optimization.
  • Implement and maintain internal controls to safeguard company assets and ensure compliance with financial regulations.

Risk Management:

  • Monitor contract risk, job cost exposure, claim accruals, and estimated loss positions.
  • Ensure appropriate loss accruals are recorded on projects with expected cost overruns.
  • Maintain compliance with internal controls and corporate financial policies.

Tax Compliance:

  • Coordinate with Corporate and external tax advisors regarding state and local tax filings, sales/use tax compliance, and multi-state registrations.

Leadership & Culture:

  • Serve as financial business partner to Division President and operations leadership.
  • Develop and mentor accounting staff.
  • Promote a culture of accountability, accuracy, and continuous improvement.

Required Qualifications:

  • Bachelor’s degree in accounting, business accounting, finance, or related field
  • 8+ years progressive accounting experience, preferably in construction or job cost environments
  • Strong understanding of ASC 606 revenue recognition 
  • Experience of managing multi-state operations
  • Excellent analytical, problem-solving and data structuring skills
  • Strong communication skills, both written and verbal
  • Advanced Excel and ERP proficiency
  • Strong time-management and organization skills, along with attention to detail.
  • Proven ability to manage and motivate teams.

Preferred Qualifications:

  • 5+ years of experience as a Controller.
  • Certified Public Accountant or Certified Management Accountant Designation
  • Experience in heavy civil, utility, or infrastructure construction
  • Experience with Vista, Acumatica, or similar construction ERP systems

Working Conditions / Environment: 

This position operates in an office environment.   This position routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.  

This is a largely sedentary position; however, some filing is required.  This would require the ability to lift files, open filing cabinets, and bend or stand as necessary.  This position requires use of hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms, talk, or hear.  Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.  

Occasional travel to project sites and operating locations may be required.  While performing the duties of this job, the employee is exposed to weather conditions prevalent at the time.  The noise level in the work environment is usually minimal.
