Position Overview
The Proposal Specialist II plays a key role in developing, editing, and producing high-quality proposals and qualifications materials in response to client requests (RFPs, RFQs, RFIs). This mid-level role is responsible for owning portions of proposal development, ensuring clarity, compliance, and brand consistency across deliverables. Working closely with the Proposal Manager, business development, and technical teams, the Proposal Specialist II helps craft compelling narratives that reflect the firm’s value proposition and technical expertise.
Responsibilities

- Lead development of complex or multi-volume proposals and qualifications packages, working closely with project teams, SME's, and the Proposal Manager.
- Write, edit, refine content across proposals sections-resumes, projects sheets, executive summaries , narratives-ensuring clarity, compliance, and alignment with win themes.
- Translate technical and non-technical input to clear, compelling content tailored to divers client audiences.
- Interpret RFP/RFQ requirements and develop outlines, compliance matrices, and production schedules to support to timely, compliant submissions.
- Contribute to proposal strategy development, including with themes, differentiators, and tailored messaging.Â
- Review and edit draft content developed by junior team members for quality, consistency, and brand alignment.Â
- Collaborate with the Proposal Manager and marketing team to maintain and enhance boilerplate libraries, templates, project sheets, and staff bios.Â
- Support proposal reviews, kickoff meetings, and debriefs, contributing lessons learned and process improvement recommendations.
- Support proposal metrics tracking, CRM updates, and reporting on pursuits and win rates as needed.Â

Travel Requirements
â—Ź This position does not require regular travel as part of its primary responsibilities. However, occasional
travel may be required, up to 10%, primarily for occasional off-site meetings, training sessions, or

needs.
