Nature of Work
This position functions in a technical capacity to maintain and administer all computer-related hardware, software and networking equipment that is used to operate plants and to collect data required to prepare reports for regulatory agencies. Performs skilled technical work in the operation, maintenance, and updating of the SCADA (Supervisory Control and Data Acquisition) system, PLCs (Programmable Logic Controllers), Computer workstations and servers, networking, telecommunication, and telemetry equipment. Exercises judgment in accordance with well-defined policies and procedures.
Duties and Responsibilities

- Operate, maintain, and update the Supervisory Control and Data Acquisition (SCADA) system, Programmable Logic Controllers (PLC), and other networking, telecommunication, and telemetry equipment and infrastructure necessary to run/control the plants in BSU’s utilities infrastructure system and transmit plant information from field devices to servers and workstations.
- Collect and review accuracy of plant computer data required to prepare reports for regulatory agencies.
- Test, write, configure, and implement new applications of purchased software and system programs. Translates software programs when necessary.
- Maintain network, telecommunication, and telemetry equipment/hardware responsible for transmitting/storing plant information to ensure efficiency and security of data.
- Install, maintain, and adjust equipment related to the closed-circuit surveillance video system and access control system, including but not limited to: data transmission equipment for Water Production/Wastewater Reclamation plants and related off-site facilities.
- Update users on changes in programs; trains users in the use of programs as necessary; meets with users to discuss ideas for software enhancements.
- Assist plant operators, electricians, and maintenance personnel as needed with the use and operation of PLC's and PC's.
- Work closely with other staff to maintain the integrity of the entire process control system.
- Assist others in maintaining remote terminal units (RTU's) in off-site areas.
- Maintain, and update the equipment responsible for keeping plant records and trends. Checks and debugs programs.
- Attend Utilities Information Technology (IT) committee meetings to present project updates and set short- and long-term divisional goals.
- Perform other duties as assigned.
Knowledge, Skills, and Abilities
- Common networking architecture, principles and protocols (i.e., Ethernet, TCP/IP, Virtual Local Area Networks (VLANs), Trunk Lines and Network Rings).Â
- Configuration and program SyTech XLReporter or custom software to extract data from databases and present reports in the format required by reporting agencies.
- Water or Wastewater Treatment/Reuse, depending on area of assignment, methods and procedures and sanitary/safety characteristics of water/wastewater and chemicals used in the treatment process.
- Research methods and techniques, and methods of presentation.
- Industrial-type networks like EtherNet/IP, ControlNET, DeviceNET, Modbus, and DNP3.
- Safety precautions, Safety Data Sheets, and occupational hazards associated with water and wastewater facilities, bio-solids processes, and bulk chemical storage.
- Relevant federal, state, and local regulatory statutes, codes, ordinances or the means to access such.
- Company policies and procedures.
Skill in:
- Proficient use in Microsoft Office products (Word, Excel, PowerPoint and Outlook).Â
- Modern office equipment and various computer programs and applications.
- Operation of various electronic devices.
- Command Language programming and system utilities and procedures (i.e., SQL servers, Windows servers, and data logging).
- Evaluate, audit, deduce, and assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives.
- Utilize a wide variety of references, descriptive, advisory and/or design data and information.
- Written, verbal, electronic, and visual communications for effective expression and clarity.
- Planning, organization, prioritization, and time management.
Ability to:
- Comprehend PLC ladder logic and Supervisory Control and Data Acquisition (SCADA) system.
- Report and record maintenance principles and practices, including metrics and analytics.
- Integrate cameras, access controllers, and other security equipment to the plant's security network.
- Test equipment such as multi-meters, process meters, etc., for the maintenance and troubleshooting of system control and process signals.
- Develop and automate report generation as needed by plant management or other plant personnel.
- Perform effective systems analysis for user requests to determine the best, most cost-effective solution addressing needs.
- Operate and control the actions of equipment, machinery, tools and/or materials requiring complex and/or rapid adjustments.
- Train plant personnel in the use of hardware and software.
- Identify and solve user problems for software and hardware related issues.
- Adapt to performing under frequent deadlines, re-prioritization of tasks and assignments, and in response to emergencies.
- Read and interpret various technical materials, maps, schematics, meters, and gauges, ranging from moderate to complex terminology, associated with job functions.
- Exercise sound judgment and make decisions in accordance with established laws, regulations, ordinances, departmental policies, and procedures.
- Perform duties in accordance with standard operating procedures.
- Clearly communicate and understand information, both orally and in writing.
- Establish and maintain effective and cooperative working relationships with both internal and external contacts.
Requirements
- Bachelor’s degree from an accredited college or university in Computer Science, or a related field.
- Five (5) years of experience in technical operations management and/or equivalent combination of training and experience.
- Valid Florida driver's license.
