Summary

The Proposal Manager is responsible for leading the end-to-end development of high-quality, compliant, and competitive proposals in response to RFPs, RFIs, and client questionnaires.  This role owns proposal strategy, process, and execution, partnering closely with sales, client services, Risk Management Solutions and other cross-functional stakeholders to deliver timely, compelling submissions.  The Proposal Manager also oversees proposal content governance, drives continuous improvement, provides guidance and mentorship to proposal team members to ensure consistency, quality and efficiency. 


Responsibilities

• Prepare and update new and current business proposals, quote requests, and questionnaires based on client, broker and partner needs.

• Lead and manage the end-to-end proposal lifecycle for RFPs, RFIs, and client questionnaires, ensuring timely, compliant and high-quality submissions. 

• Serve as the primary point of contact for proposal and questionnaire execution, coordinating with Risk Management Solutions for Stop Loss quoting and other cross-functional contributors and driving accountability.

• Interpret proposal and questionnaire requirements and develop response strategies in partnership with Sales.  

• Prepare reporting packages for current client reviews, as well as customize reports for clients.

• Spreadsheet, data entry, and database work.

• Interface with Leadership, Sales and Account Executives, Marketing and Product team, Risk Management Solutions team, customers, brokers, consultants, suppliers, or company employees outside the immediate work area on a regular basis to give or exchange information.

• Report to and assist VP, Marketing and Strategy with any administrative or departmental tasks as assigned.

• Assist with the production of proposals for value-added products and services as they are identified and assimilated into presentations for new and existing clients.

• Track proposal progress, version control, and deadlines to support on-time submissions.

• Manage and maintain proposal content libraries, templates, and Q&A databases to ensure information is current and reusable. 

• Perform quality reviews to ensure responses align with client requirements, branding, and organizational standards. 

• Support formatting, compliance and quality assurance checks, and final production of proposal deliverables. 

• Establish and manage proposal schedules, milestones, and workflows to ensure on-time delivery and efficient resource utilization. 

• Develop and refine proposal processes, tools, and best practices to improve response quality, efficiency, and scalability.

• Analyze proposal performance metrics, win/loss feedback, and market trends to drive continuous improvement in proposal strategy and execution. 

 • Coach, mentor, and provide day-to-day guidance to proposal analysts and contributors, including workload prioritization and skill development. 


Qualifications

• Bachelor’s Degree, preferred

• One to two years analytical and/or spreadsheet experience in a professional corporate environment.

• Strong skills in Microsoft Office (Excel, Word, Access, PowerPoint, and Outlook).

• Experience in Adobe Pro is preferred but not required.

• Experience with Salesforce CRM is preferred but not required.

• Basic insurance knowledge with an understanding of Stop Loss preferred

• Excellent written and verbal communication and interpersonal skills including professional phone etiquette.

• Ability to multi-task with a strong attention to organization and detail

• Strong computer skills including Microsoft Office 365, Salesforce, other business-related software systems.

• A sense of urgency and the ability to prioritize multiple tasks.

• Successful candidates must be flexible, able to both work with others and independently, must take direction well, able to multi-task, prioritize, able to be proactive and a problem solver.
