GENERAL DESCRIPTION The City Clerk performs a broad range of administrative, legislative, records management, and municipal governance functions that support the efficient and transparent operation of local governement. DUTIES AND RESPONSIBILITIES Provide high-level responsiveness to the Mayor, Council, and Citizens requests for information and support regarding municipal practices, ordinances, and the status of communications, resolutions, and actions of the Council. Attend all regular meetings and most work sessions of the City Council; coordinate with Department Heads and City Manager to develop and track agendas for Council meetings; write or edit comments on agenda items; prepare meeting packets for Council; prepare/maintain minutes of Council meetings; schedule Council meetings; and maintain Council calendar. Administer all aspects of City elections by making arrangements for polling places and voting machines; advertising; preparing all written materials and forms; ensuring compliance with all relevant state and county laws and regulations, in addition to City Election Code; coordinating with Prince George's County Board of Elections on voter registration records and voting history information; and acting as staff liaison and Clerk to the Board of Elections.  Prepare, attest to, and maintain electronic and hard copy records of enacted or final version of the official records of the City, including drafting minutes, ordinances, and resolutions for adoption by the City Council, updating interpreting, and maintaining the City Charter and City Code.  Monitor and maintain current knowledge of developments related to City Clerk matters; evaluate the impact upon Clerk operations to recommend and implement policy and procedural improvements.  Serve as the custodian of official City records and public documents; seals and attests by signature to ordinances, resolutions, contracts, or other documents requiring City certification.  Respond to phone, mail, email, and visitor requests for information from the public, the press, the City Council, and other staff members for information in City records.  Research and write memos and reports, as needed or assigned; write correspondence and proclamations for the Mayor and City Council. Collect financial disclosure information from boards, Council, and City staff, annually. Performs other related duties as assigned.   ** All candidates considered for the position will be required to successfully pass a background investigation. ** The City of New Carrollton is a Drug-Free Workplace. QualificationsMINIMUM EDUCATION AND EXPERIENCE Education: Associate degree from an accredited college or university in Public Administration, Political Science, Business Administration, or a closely related field; OR Experience: Three (3) years of progressively responsible, directly related experience in municipal government, public administration, records management, legislative support, or a related field; OR Equivalent Combination: An equivalent combination of education, training, and experience that provides the knowledge, skills, and abilities necessary to successfully perform the essential functions of the position. Bilingual in Spanish a plus. CERTIFICATIONS AND LICENSES Must obtain and maintain the Municipal Clerk certification within three (3) years of employment. Must obtain and maintain a Notary Public License within the first year of employment.
