Position Overview:
The Site Quality Representative supports Horwitz’s Quality Control Program by performing field inspections, documentation reviews, material receipt checks, and compliance verification across mechanical, electrical, insulation, and control system installations. This role ensures that work performed by Horwitz crews and subcontractors meets project specifications, code requirements, and standards outlined in the Horwitz QC Manual. Key Responsibilities:
These responsibilities generally describe the nature of the position and may not be all inclusive:
- Attend project and coordination meetings as needed
- Work with the QC manager and project team to schedule additional part-time Quality Control personnel to support all QC requirements
- Perform and document daily quality inspections
- Complete and submit the daily Quality Control Report
- Capture and maintain daily jobsite photographs
- Meet with all new hires to review jobsite QC requirements
- Oversee document control, including plans, specifications, RFIs, submittals, and O&M manuals
- Manage material control, including receipt inspections and mill reports
- Inspect installation quality: structural supports, hanger locations, slope, cleanliness, and overall workmanshipÂ
- Verify proper pipe joining methods (glue, weld, press, solder, fusion welding, etc.)
- Review duct construction standards and installation to ensure proper duct installation
- Track and maintain certifications (weld, braze, solder, etc.)
- Verify excavation, backfill, and compaction requirements
- Oversee and document pressure testing
- Coordinate and document duct leakage testing
- Support and document flush and fill procedures
- Coordinate duct cleaning activities
- Ensure protection of finished work and installed equipment
- Prepare, organize, and submit the final document turnover packageÂ
- Provide startup and commissioning support as necessary
- Monitor subcontractors under Horwitz to ensure they are installing to Horwitz’s standards
- Perform other duties as assigned

Skills/Abilities:Â
- Strong ability to read and interpret plans, specifications, codes, and installation drawing
- Working knowledge of mechanical, plumbing, piping, ventilation, insulation, and electrical systems
- Strong documentation, note-taking, and report-writing skills
- Ability to identify deficiencies and communicate corrective actions clearly
- Intermediate computer proficiency (Microsoft Office, PDF markup tools, digital forms)
- Ability to collaborate across departments and trades
- Detail-oriented with strong follow-through
Education/Experience:
- Associate degree in Mechanical Engineering, Construction Management, or related technical field preferred
- 3–5 years of experience in construction, mechanical installation, quality control, or inspection work
- Familiarity with NCPWB/UA welding, brazing, and pipefitting standards preferred
- Familiarity with SMACNA duct construction and installation standards preferredÂ
- OSHA 30 or willingness to obtain strongly preferredÂ
