The Office of Housing Preservation manages HCR programs that maintain and enhance the state’s portfolio of existing affordable housing. OHP monitors over 200,000 low-income housing units financed with an array of federal, state, local, and private resources; administers federal and state rental assistance to assist more than 45,000 families across the state; and provides grant funding to help homeowners and tenants save energy. OHP’s Data and Operations team provides crosscutting support to all programs within OHP, working with programmatic leadership and staff to make our vast amounts of data on the State’s affordable housing programs and assets accessible and understandable to internal and external stakeholders.
DUTIES AND RESPONSIBILITIES:
The Business Systems Analyst is situated within the Office of Housing Preservation’s (OHP) Data and Operations Team. The Business Systems Analyst acts as a bridge between HCR’s mission to “build, preserve, and protect affordable housing” and the digital tools that facilitate this work. As such, the Business Systems Analyst will assist in the management of the software and technology solutions utilized by the OHP unit, with a specific focus on the Salesforce-based New York State Housing Search platform. New York State Housing Search, launched in 2025, provides a platform that allows New Yorkers to search for and apply to affordable housing opportunities online and for Housing Providers to run lotteries and manage waitlists for HCR-financed affordable housing. Working with HCR’s internal IT, marketing, compliance, and asset management teams, as well as with the agency’s technology solutions partner, the Business Systems Analyst will be responsible for transitioning the Housing Search platform from its initial implementation phase to an ongoing system maintenance and support phase. The Business Systems Analyst will help to steer the vision of the Housing Search platform to ensure the process of accessing affordable housing is transparent, equitable, and less burdensome for New Yorkers. This role involves developing a deep understanding of affordable housing programs and the marketing and lease-up processes, a familiarity and fluency around technology – including AI – and a strong empathy for the end users of the technology solutions deployed to support these business processes. The ideal candidate will bring superb organizational and project management skills, keen attention to detail, and the desire to effect change in a dynamic, mission-driven work environment. - Working with HCR’s internal ITS and program teams and the agency’s technology solutions partner, develop and maintain a clear product roadmap that outlines the future of the Housing Search website, prioritizing features that enhance user experience, streamline application processes, and improve lottery and waitlist management for housing providers
- Own and manage the product backlog, including new feature or enhancement prioritization
- Assist in translating complex affordable housing program rules, regulations, and eligibility criteria into clear, actionable user stories
- Serve as the primary point of contact for all product-related questions from internal teams (Marketing, Asset Management, and Fair & Equitable Housing) and external stakeholders (applicants and housing providers)
- Define, track, and report on key product metrics such as application completion rates, waitlist engagement, user satisfaction scores, and the number of successful housing placements facilitated by Housing Search
- Make decisions about scope, design, and release timelines
- Collaborate with the system development team to ensure high-quality and timely delivery of features
- Help to facilitate User Acceptance Testing (UAT)
- Develop and maintain product documentation, including user guides, FAQs, and internal training materials
MINIMUM QUALIFICATIONS:Â
- Interest in and commitment to improving access to affordable housing
- Exceptional communication, negotiation, and stakeholder management skills
- Demonstrated organizational and project management skills
- Strong analytical and problem-solving skills, with a data-driven approach to decision-making
- Bachelor’s degree in relevant field (e.g., public policy, urban planning, computer science, business) and two years of relevant experience *
- Understanding of Agile development methodologies is a plus
- Experience with Salesforce is a plus
* Substitutions: four years of specialized experience or associate degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.Â
