The US base salary range for this full-time position is $110,000- $115,000 plus discretionary bonus  Â

Role and Responsibilities Overview  Â
The Community Manager is responsible for the overall operations, compliance, and resident experience of an affordable community operating under the NYCHA Permanent Affordability Commitment Together (PACT) program. The successful candidate must have a strong background in affordable housing management and demonstrated experience working within the NYCHA environment. A thorough understanding of NYCHA reporting requirements, compliance standards, occupancy procedures, resident relations, and operational protocols is essential. Candidates should be familiar with NYCHA systems, documentation processes, lease administration, regulatory reporting, and agency audits. The ideal professional will be highly organized, detail-oriented, and capable of ensuring full compliance with all NYCHA and PACT program requirements while effectively managing day-to-day property operations and resident services.
Community Operations & Compliance Â
- Oversee daily operations of the affordable housing community, ensuring compliance with HUD, LIHTC, Fair Housing, and applicable local and state regulations Â
- Ensure resident files, certifications, recertifications, and documentation are accurate, complete, and audit-ready Â
- Partner with compliance teams and agencies during audits, file reviews, and inspections Â
- Ensure all policies, procedures, and regulatory requirements are followed consistently Â
- Present comprehensive property performance updates to clients, inclusive of financial results, leasing activity, maintenance trends, and physical asset condition.Â
- Support client communication with timely, thoughtful responses to questions, concerns, and ad-hoc information requests.Â
Resident Experience OversightÂ
- Provide high-quality customer service to residents and prospects, responding to concerns promptly and professionally Â
- Oversee in coordination with compliance move-in, renewals, transfers, and waitlist management in compliance with program requirements Â
- Support conflict resolution and ensure consistent follow-up to maintain a positive community environment Â
- Communicate clearly with residents regarding policies, procedures, and expectations Â
Financial & Administrative Management Â
- Manage rent collections, delinquency follow-up, and coordination with accounting teams Â
- Support budget execution, expense control, and basic financial reporting Â
- Ensure timely and accurate data entry into property management systems Â
Team Leadership & Development Â
- Lead, coach, and support on-site staff including leasing, maintenance, and administrative team members Â
- Hire, train, schedule, and evaluate staff performance as needed Â
- Foster a collaborative, accountable, and resident-focused team culture Â
- Serve as a steady on-site leader during high-volume or high-stress periods Â
QualificationsÂ
- Experience managing affordable or regulated multifamily housing communities Â
- Working knowledge of HUD, LIHTC, Fair Housing, and related compliance requirements Â
- Strong customer service mindset with professional communication skills Â
- Ability to manage multiple priorities in a fast-paced, resident-facing environment Â
- Proven ability to lead on-site teams and hold staff accountable Â
- Strong organizational skills and attention to detail Â
Education & Experience: Â
- 3+ years of multifamily property management experience, including affordable or regulated housing Â
- Prior experience as a Community Manager is required  Â
- Familiarity with property management software (e.g., Yardi, RealPage) Â
- New York Real Estate License preferred or willingness to obtain Â
 Work Environment & Physical Requirement: Â
- On-site office and residential community environment Â
- Regular walking of the property and interaction with residents Â
- Ability to lift or carry up to 25 pounds occasionally Â
- Ability to sit or stand for extended periods Â
