PRIMARY FUNCTION/PURPOSE:Â
The Data Support Manager is responsible for the operational management, governance, and integrity of the organization’s enterprise data systems and applications. This role combines strong database administration expertise, system analysis, application data management, and project coordination to ensure that organizational data environments remain secure, reliable, and aligned with regulatory and operational requirements.Â
The position serves as the primary technical resource for database environments, data lifecycle management, system integrations, and application data structures. Working under the supervision of the Vice President of Information Technology, the Data Support Manager collaborates with system administrators, network administrators, and IT support staff to maintain a stable and secure technology environment supporting the agency’s operations.Â
In addition, the Data Support Manager functions as a System Analyst in partnership with the Head of IT operations, contributing to the design and development of enterprise systems, supporting business process automation initiatives, and leading database architecture required to support the operational needs of multiple departments across the agency.Â
In organizations operating clinical programs such as Article 31 outpatient behavioral health clinics, the Data Support Manager supports systems used for clinical documentation, reporting, and operational data management. While the role is grounded in strong enterprise database administration and data governance practices, the position is expected to understand and support data structures used within healthcare applications and to align system configurations with operational and regulatory requirements established by the New York State Office of Mental Health.
MINIMUM QUALIFICATIONS:Â
- Bachelor’s degree in Computer Science, Information Systems, Data Management, or related field is required, Master’s degree preferred
- Minimum 5–8 years of experience in database administration, data management, system analysis, or enterprise application supportÂ
- Strong hands-on experience managing enterprise relational databasesÂ
- Experience supporting enterprise applications and system integrations
- Experience working in regulated environments preferred (healthcare, government, nonprofit, financial services)
- Exposure to healthcare or clinical environments such as Article 31 programs is advantageous but not required

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Enterprise Database ManagementÂ
- Administer and maintain enterprise database platforms such as Microsoft SQL Server, MySQL, PostgreSQL, Azure SQL, or equivalent systems
- Monitor database performance, availability, and operational healthÂ
- Perform database tuning, indexing optimization, and performance improvements
- Manage database backup, restoration, and disaster recovery processes
- Maintain database security controls including role-based access permissions
- Ensure data consistency, integrity, and reliability across enterprise systems
Enterprise System Analysis & Process AutomationÂ
- Function as a System Analyst supporting the Vice President of IT in the design and development of enterprise systems used across the organization
- Analyze departmental workflows and translate operational requirements into system and database solutions
- Support development of process automation initiatives that improve operational efficiency and reduce manual processes
- Participate in requirements gathering sessions with business units to identify data and system needsÂ
- Assist in the design of enterprise data models and system architecture supporting agency-wide applications
- Document system requirements, workflows, and technical specifications
Data Governance and Lifecycle ManagementÂ
- Manage the full lifecycle of organizational data including creation, storage, integration, usage, archival, retention, and secure disposal
- Implement and maintain enterprise data governance standards and documentation
- Ensure systems adhere to internal data management policies and regulatory retention requirements
- Maintain structured documentation for database schemas, reporting logic, and system data flows
Clinical and Operational Application Data SupportÂ
- Support enterprise and clinical applications that rely on structured databases and integrated data systems
- Provide technical assistance for data-related issues affecting system functionality, reporting, or integrations
- Assist with data migration activities during system upgrades or deployments
- Maintain application data schemas and support system configuration related to database functions
In environments supporting Article 31 clinical programs, responsibilities may include:Â
- Supporting electronic health record (EHR) systems and clinical data repositories
- Understanding database structures used for treatment documentation, encounter tracking, and operational reporting
- Ensuring system data structures support compliance and reporting requirements associated with behavioral health program operations
Enterprise Data Architecture SupportÂ
- Lead database design and management efforts supporting the operational needs of various departments within the agency
- Develop data structures and reporting frameworks that support program operations, compliance monitoring, and leadership reporting
- Assist the VP of IT in developing enterprise data architecture supporting agency-wide systems
- Ensure data standardization and interoperability across departmental systems
System Integration and Data InteroperabilityÂ
- Support integrations between enterprise systems, clinical applications, and reporting platforms
- Monitor and maintain data synchronization processes across systems
- Assist in troubleshooting data exchange or integration issues between applications
- Support API integrations and data exchange mechanisms where applicable
Project Support and System ImplementationÂ
- Participate in the planning and implementation of data-related technology initiatives
- Provide database and data architecture support for system upgrades and new application deployments
- Coordinate with infrastructure teams, vendors, and internal departments during implementation activities
- Assist in developing technical documentation and system deployment plans
Security, Compliance, and Audit SupportÂ
- Support compliance with applicable data protection standards including Health Insurance Portability and Accountability Act where applicableÂ
- Monitor database access logs and system audit trails
- Maintain appropriate access controls to protect sensitive organizational data
- Support internal reviews and external audits by providing validated system data and reporting outputs
Reporting and Data Analysis SupportÂ
- Develop SQL queries, stored procedures, and data extracts used for operational reporting
- Assist departments in generating reliable and structured reportsÂ
- Maintain data accuracy and reproducibility of reports used for internal oversight and regulatory review
Operational Support and Incident ResponseÂ
- Provide Tier 2 and Tier 3 support for database or application data issuesÂ
- Investigate and resolve system data incidentsÂ
- Perform root cause analysis and implement corrective measures
- Maintain documentation for system configurations, data processes, and incident resolution
Collaboration with IT Infrastructure TeamsÂ
