Role Overview:
The Director of Program Compliance provides strategic leadership for BRC’s agency-wide program compliance and quality assurance functions. This hands-on leadership role is responsible for ensuring BRC’s housing, shelter and treatment programs operate in compliance with City, State, and Federal regulations, and programmatic policies. The Director partners closely with program leadership to strengthen regulatory compliance, improving service quality, reduce organizational risk and foster a culture of continuous quality improvement across the agency. The position oversees compliance monitoring, audit readiness, regulatory inspections, corrective action planning, and compliance education while leading a team responsible for assessing compliance across BRC's diverse portfolio of programs.
Key Responsibilities:
- Analyze and interpret contract and regulatory requirements, and develop tools to assess and improve organizational compliance with requirements.
- Perform qualitative and quantitative site-based reviews to determine level of compliance with regulatory requirements, including reviews relating to service utilization and clinical service provision.
- Lead the program compliance team in preparing for and responding to program inspections and audits to assess compliance with City, State and Federal regulations regarding service provision, including Medicaid related requirements.
- Develop and monitor corrective action plans resulting from audits, inspections, and internal reviews, ensuring timely resolution and sustainable improvements.
- Identify compliance trends across programs and provide executive leadership with recommendations to strengthen operational effectiveness and reduce organizational risk.
- Provide support and assistance to internal performance improvement teams.
- Provide training and assistance to staff designed to improve adherence with requirements.
- Advise program management regarding areas of performance risk and recommend action to reduce organizational risk.
- Lead or oversee investigations of significant program incidents, identify root causes, recommend corrective actions, and monitor implementation to reduce future agency risk.
- Develop and maintain compliance dashboards, reports, and key performance indicators (KPIs) to monitor organizational performance and identify emerging trends.
- Monitor changes in applicable federal, state, and local regulations and advise leadership regarding operational impacts and implementation strategies.
- Supervise, coach, and develop members of the Program Compliance team, establishing performance expectations and supporting professional growth.
- Collaborate with Operations, Clinical Services, Finance, Human Resources, Information Technology, and other departments to strengthen compliance initiatives across the agency.

- Perform other related duties as assigned.
Required Qualifications:
- BA in Social Work, Public Administration, Public Health, Healthcare Administration, Human Services, or related field.
- Minimum of seven (7) years of progressively responsible experience in program compliance, quality assurance, auditing, regulatory affairs, or performance improvement within healthcare, behavioral health, housing, or human services.
- Minimum of three (3) years of supervisory or management experience leading professional staff.
- Demonstrated experience interpreting government contracts and regulatory requirements.
- Experience leading regulatory inspections, audits, and corrective action planning.
- Knowledge of applicable regulations governing human services programs, including Medicaid, OMH, OASAS, DHS, HUD, or other relevant funding and regulatory agencies.
- Excellent written and oral communication skills.
- Effective interpersonal skills, including ability to work effectively with multiple stakeholders.
- Demonstrated judgment and discretion with regard to confidential information.
- Excellent organizational and time management skills, with attention to detail, accuracy and pacing.
- Superior computer literacy skills (e.g., Microsoft Suite, Outlook) and the ability to learn new computer applications with ease.
- Ability to proactively work independently and apply critical thinking.
Preferred Qualifications:
- Experience using AWARDS or similar database/case management system.
- Master’s degree in Social Work, Public Administration, Public Health, Healthcare Administration or related field preferred.
- Experience working within homelessness services, supportive housing, behavioral health, or nonprofit human services.
- Professional compliance certification (e.g., CCEP) is a plus.
Schedule:
- Monday to Friday, 9:00AM- 5:30PM
- Hybrid work schedule (3 days in office)
- Regular travel between BRC program locations throughout New York City is required.
