Job Description

The mission of the Department of Veterans’ Services is to connect, mobilize, and empower New York City’s Veteran Community in order to foster purpose-driven lives for New York City Service Members – past and present – in addition to their caregivers, survivors, and families. DVS fulfills this mission by providing New York City’s approximately 200,000 Veterans with essential services and programs focused on pivotal areas such as economic empowerment, housing security, benefits, health and wellness, and culture.

About the Role EEO and RA Manager

Reporting to the Agency Head or designee, the Equal Employment Opportunity (EEO) Officer will oversee the implementation of the New York City Equal Employment Opportunity Policy within the Department of Veterans' Services (DVS). The EEO Officer will promote equal employment opportunities, assist employees and managers with EEO-related matters, coordinate reasonable accommodation requests, support diversity and inclusion initiatives, and help ensure compliance with applicable federal, state, and local laws.

The Equal Employment Opportunity Officer’s Primary Responsibilities will be:

- Develop, administer, and manage DVS’s EEO policies, procedures, and compliance programs to ensure adherence to federal, state, local, and Citywide EEO laws, regulations, and guidelines
- Respond to internal EEO inquiries and complaints by conducting timely and confidential fact-finding and internal investigations
- Facilitate informal resolution of workplace concerns and coordinate mediation referrals when appropriate
- Provide counseling and referrals to employees regarding EEO rights and available complaint processes
- Serve as the agency's Disability Service Facilitator and Disability Rights Coordinator
- Review and coordinate requests for reasonable accommodation and engage in the cooperative dialogue process consistent with applicable law
- Prepare and submit monthly, quarterly, annual, and other required EEO and compliance reports to DCAS, EEPC, the City Council, and other oversight agencies
- Develop, maintain, and monitor the agency’s Annual Diversity and EEO Plan, and track compliance with EEO goals and requirements
- Work collaboratively with Human Resources on recruitment, hiring, promotions, workplace accommodations, and policy implementation
- Assist in responding to audits or requests from oversight agencies and implement corrective actions when necessary
- Monitor changes in EEO laws, regulations, and City policies and recommend updates to agency practices
- Provide guidance and consultation to executive leadership, managers, and supervisors on EEO compliance, complaint resolution, reasonable accommodation, cooperative dialogue requirements, and equitable employment practices

Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
