Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $62,868-$72,298.00.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

ACS’ Division of Child and Family Well-being (CFWB) designs and executes strategies to support caregivers, children, and communities, so they can thrive and enjoy self-determination. A critical piece of CFWB’s portfolio is the operation of the City’s subsidized child care voucher system -- one of the largest child care assistance programs in the country. ACS provides vouchers to tens of thousands of low-income and child welfare-involved families, allowing parents and caregivers to access affordable child care at the provider of their choice while they pursue work, education, or training.

CFWB has three (3) borough-based Resource Areas (RAs) responsible for verifying and re-certifying the eligibility of all low income (non-TANF) families for voucher child-care services. This includes Eligibility Determination and Administrative which includes Intake, Data Entry and Scanning & Indexing.

Under the supervision of the Resource Area Deputy Director, with considerable latitude for independent judgment and decision-making, the Eligibility Team Manager major responsibility is the supervision of staff engaged in eligibility certification and processing for publicly-funded subsidized child care services. Typical tasks include:

- Plan, implement, coordinate, monitor and/or evaluate the publicly funded subsidized childcare unit, serving children in communities throughout the City of New York.
- Supervise unit of staff engaged in determining eligibility for publicly funded childcare subsidies, while preparing, evaluating, and vetting documents required for such funding.
- Prepare reports, analyses, and training for staff in eligibility determination and certification.
- Certify childcare cases.
- Assign cases to eligibility teams based on authoritative interpretation of complex funding and planning analyses.
- Prepare and distribute eligibility and intake reports.
- Rate/evaluate job performance of subordinates.
- Conduct supervisory reviews of subordinate’s cases to ensure case accuracy.

Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
