Job Summary

Reporting to the Property Accounting Manager, the Property Accountant is responsible for the accounting and analysis of client rents and fund balances and related corporate client and subsidy receivables. The Property Accountant performs general ledger account analysis and reconciliation as well as being responsible for internal and external financial budgeting and reporting pertaining to low income housing projects. Position interacts extensively with internal program management and external property managers. The Property Accountant will be an active listener and respond by exhibiting cross-cultural awareness with the ability to promote and contribute to an equitable and inclusive anti-racist organizational culture and environment.

Key Responsibilities & Essential Functions

Administrative

·  Maintains accounting records of Limited Partnerships.

·  Works with Program Directors to review and analyze external Property Manager managed client and subsidy rent receivable balances.

·  Reviews Property Management receivable balances, analyzes variances, works closely with program directors and property managers to ensure accurate billing, reporting and appropriate actions have been taken and recorded for delinquent accounts.

·  Provides analysis, assist with collection and recommend collection, billing and booking actions based on client portfolio.

·  Deposits and records client funds for which UP is Representative Payee. Identifies rent portion and records monthly into Onesite property management and ACE Money client banking systems. 

·  Reconciles client banking balances for representative payee clients.

·  Reviews monthly general ledger and trial balance for outsourced Limited Partnerships, analyzes data and creates adjusting entries to consolidate data in Financial Edge.

·  Reviews and reconciles Property Manager bank reconciliations for LP and UP rent related externally managed bank accounts.

·  Prepares quarterly reports for investor owned Limited Partnerships. Assists CFO with audit preparation and follow up.

·  Prepares annual calendar year budgets and submits to investor partners, coordinating such with the fiscal year annual budget submission.

·  Records rents, maintains rent reports and provides analytical support for UP housing programs managed internally.

·  Ensures compliance with UP policies and supports general counsel needs for client data analysis and related legal proceedings.

·  Reconciles tenant security balances to bank account and approves any releases of security deposits to the tenants.

·  Completes all other reports required by regulators, investors, tax regulators and government funders and auditors, etc.

 

Community Relations

· Serves as liaison between outsourced property manager, program and investors to provide accurate information in a timely manner.


Communication

·  Communicates verbally and in writing in a professional manner, as required.

·  Attends staff meetings, trainings, and supervisory sessions, as required.

·  Responds to all communications including telephone, email and other oral and written inquiries in a timely manner.


Performs all other duties as assigned and as required.
 

Qualifications, Education and Experience

·   B.A./B.S. in accounting required.

  • Three to five years of general accounting and property accounting experience required.
  • Experience with Fund accounting preferred.
  • Experience with Low Income Tax Credits preferred.

Skills & Competencies

  • Intermediate computer skills (Excel, Word. Outlook).
  • Significant experience with automated general ledger systems, Financial Edge a plus.
  • Property accounting experience preferred.
  • Ability to work independently and prioritize tasks
  • Good written and oral communication skills
