Phillips Edison & Company is seeking an experienced property management professional to oversee operations for South Shore Commons, a premier retail center in Staten Island, New York. This highly visible, on-site role is responsible for property operations, financial performance, tenant and vendor relationships, capital projects, regulatory compliance, and long-term asset preservation.

The ideal candidate will bring strong retail property management experience, working knowledge of New York City regulatory requirements, and the ability to build productive relationships with tenants, vendors, municipal agencies, and the Staten Island business community.

Essential Duties and Responsibilities

Property Operations, Financial Management & Tenant Service

  • Oversee day-to-day property operations, inspections, maintenance, repairs, vendor performance, and overall site presentation.
  • Solicit bids, select vendors, manage service contracts, approve invoices, and authorize property-related supplies and equipment.
  • Prepare and manage annual operating, CAM, and capital budgets; monitor expenses, financial reporting, and performance to budget.
  • Serve as the primary tenant contact for lease administration, occupancy coordination, customer service, issue resolution, and enforcement matters.
  • Assist in the management of other assets owned by the company within a 60 mile radius of Staten Island on an as needed basis
  • Partner with Leasing, Construction, Accounting, Asset Management, Legal, Marketing, Sustainability, and ancillary income teams to support business objectives.
  • Coordinate emergency response and business continuity efforts during weather events, utility outages, life-safety issues, and other incidents.

Construction & Capital Projects

  • Coordinate capital improvement projects, tenant build-outs, redevelopment, reconfiguration, and expansion projects from planning through completion.
  • Ensure tenant and landlord construction projects comply with property standards, lease requirements, and applicable governmental regulations.

Regulatory Compliance, Life Safety & NYC Agency Management

  • Ensure compliance with local, state, and federal regulations, including New York City Building Code, FDNY requirements, and applicable Local Laws.
  • Manage inspections, testing, permitting, documentation, certifications, violation resolution, and compliance records for fire alarm systems, sprinklers, elevators, emergency lighting, and other life-safety equipment.
  • Manage relationships with DOB, FDNY, permit expeditors, consultants, municipal agencies, and other authorities having jurisdiction.

Community & Government Relations

  • Represent Phillips Edison within the Staten Island community and build productive relationships with local government officials, community organizations, first responders, utility providers, business leaders, contractors, and other key stakeholders.
  • Proactively address tenant and community concerns that may affect property operations or the customer experience.

Qualifications

Required

  • Minimum of 5 years of retail commercial property management experience, including hands-on experience managing operating budgets, general property maintenance, roofing, plumbing, HVAC, and vendor performance.
  • Previous experience managing commercial properties within New York City or Staten Island.
  • Experience working with NYC DOB permitting, approvals, inspections, violation resolution, permit expeditors, FDNY compliance requirements, and life-safety inspections.
  • Familiarity with New York commercial lease structures, including Good Guy Guarantees, surrender agreements, and tenant enforcement provisions.
  • Established relationships within the Staten Island business community, contractor network, and local governmental agencies preferred.
  • Strong communication skills and a proven ability to oversee capital improvement projects through completion.
  • Proficiency in Microsoft Office Suite and property management platforms; Nexus Payables and MRI experience a plus.
  • Valid driver’s license and ability to travel as required.
  • This position is based in Staten Island/New Jersey. Local candidates only; no relocation will be provided.
  • Industry certifications such as CPM®, RPA®, FMA®, SMA®, or equivalent a plus.

Compensation & Benefits

Salary type: Exempt 

Pay Frequency: Bi-weekly

Annual Base Salary Range: $90,000- $110,000; Annual Bonus: 15%
