Position Summary
Responsible for fulfilling patient Individual Rights Requests for medical records pursuant to WCM’s HIPAA Notice of Privacy Practices (NPP), including right of access, amendment, restriction, and accounting of disclosures, as well as investigating complaints for alleged violations of the NPP as well as being responsible for monitoring Release of Information (ROI) workflows, vendor support, KPI tracking, and ensuring compliance with regulatory requirement and institutional policies.
Job Responsibilities
- Reviews & assists with the management of Individual Rights Requests (IRR), including access requests, amendments, restrictions, accounting of disclosures, and potential information blocking concerns, ensuring compliance with federal and state requirements.
- Reviews and manages Care Everywhere and Health Information Exchange inquiries, ensuring appropriate access and disclosures.
- Monitors the ROI functions, including workflows, backlogs and other metrics relating to activities performed by the Medical Records team and by the ROI vendor. Reports those monitoring efforts to the OOC leadership.
- Serves as the primary go-to person for the medical records team, responding to staff inquiries for policy and procedures and ensuring that the staff is following protocol.
- Processes medical records requests from patients, physicians, insurance companies, and third parties (e.g., law firms, etc.), ensures requests are fulfilled accurately, securely, and within required timeframes. Tracks and logs record requests.
- Responds to inquiries from patients, physicians, and insurance companies regarding medical records matters, ensuring clear, compliant, and customer-focused communication.
- Under direction of Office of Compliance leadership team, prepares and sends out correspondence, including medical record amendment determinations, accounting of disclosures, breach notification letters and internal communications.
- Monitors incident tracking systems (e.g., RadarFirst, ServiceNow, DLP alerts).
- Assists with enterprise-wide investigations, including release of information, privacy including non-HIPAA matters (e.g., FERPA, DGPR.NYS privacy laws, and other applicable regulations), and supports related policy development and training initiatives.
Education
- Bachelor's Degree in related field preferred
Experience
- Approximately 3 years of prior related work experience, including experience in healthcare privacy, HIPAA compliance, or medical records/ROI operations preferred.
- Experience with incident management systems and EMR (Epic) preferred.Â
Knowledge, Skills and Abilities
- Detail oriented with strong organizational and time management skill with the ability to prioritize and manage the completion of multiple tasks/projects in a high-volume, regulatory-driven environment.
- Strong computer skills (Microsoft Office including Word, Excel, and PowerPoint) and Adobe Acrobat.
- Strong analytical and writing skills, with the ability to document investigations clearly.
- Knowledge of HIPAA Privacy Rule, patient rights, breach notification requirements, and information blocking regulations.
- Strong interpersonal and communication skills with the ability to work collaboratively within and across departments.
Licenses and Certifications
- CHPC, CHC, or other relevant certification preferred (or willingness to obtain within 1–2 years)
