Position Overview

Serves as the single operational owner of assigned Code & Zoning accounts from initial intake through closeout, maintaining full continuity of project history, code positions, and institutional knowledge across the engagement lifecycle. Ensures that account-specific zoning and code strategy is never solely dependent on individual Analyst or Consultant staff, and does not transfer to Sales by default on complex or escalating work.


The Sr. Project Executive, Code & Zoning holds ultimate accountability for the successful delivery of a portfolio of code and zoning engagements. This is a manager and a doer role, not a purely oversight position. This senior leader directly manages a team of Code & Zoning Analysts and Consultants while remaining actively involved in technical code and zoning work, and stepping in as the primary point of engagement on the firm's most complex zoning resolution and building code matters.

What You'll Do

Strategic & Portfolio Leadership

  • Contributes to Code & Zoning practice strategy, tools, templates, and SOPs, and plans, leads, and facilitates Lunch and Learn and CEU sessions and white papers on emerging code and zoning topics.
  • Maintains active involvement in industry associations and NY DOB working groups, staying ahead of regulatory shifts and building the firm's standing on code and zoning policy.
  • Holds full accountability for the technical accuracy, timeliness, and profitability of an assigned portfolio, proactively identifying and mitigating code and zoning risk before it escalates into schedule or entitlement exposure.
  • Reviews and evaluates the performance of direct-report Analysts and Consultants, providing technical guidance, coaching, and development support.

Team Leadership & Internal Coordination

  • Directly oversees Code & Zoning Analysts and Consultants, serving as escalation point and technical resource, and trains new team members in code review and filing practice.
  • Partners with the Sr. Director of Permitting and cross-functional teams to align resources, priorities, and staffing capacity, and serves as an internal advisor to other teams on complex code interpretation and zoning strategy.

Client Relationship Management & Direct Project Involvement

  • Serves as the primary Code & Zoning relationship owner for assigned clients, maintaining trust and account-informed communication throughout the engagement, and holds the team to that same standard.
  • Maintains significant, ongoing client-facing time and acts as the senior point of engagement on complex, high-stakes, or high-visibility matters, providing direct technical involvement beyond oversight.
  • Represents the firm with governmental agency personnel, including DOB, LPC, DOT, and other AHJs as applicable, documenting and presenting positions, and preparing variance requests, determinations, and zoning/building code reports that advise clients on development decisions.
  • Collaborates with Sales leadership to identify growth opportunities within key accounts and contribute to upsell and change order strategy.
  • Serves as an outward-facing ambassador for the Code & Zoning practice, representing the firm at industry events and public forums to build market visibility.

Problem Solving & Execution

  • Identifies and resolves roadblocks impeding code review or zoning analysis progress, stepping in directly on high-complexity or high-risk matters requiring senior judgment.
  • Owns escalation management across the portfolio, driving timely resolution before code, zoning, or agency disputes become crises.
  • Attends planning board and agency meetings, presenting Code & Zoning data and analysis as required.
  • Holds accountability for the accuracy and completeness of project records and billable hour tracking across the portfolio.

What Success Looks Like

  • Code and zoning positions are technically sound and delivered on schedule, with the Sr. Project Executive visibly present on the most complex matters.
  • Direct-report Analysts and Consultants are supported, developed, and performing at a high level.
  • Client relationships are strong, stable, and growing.
  • Risk is surfaced and addressed early, and the portfolio operates with billable discipline and clear visibility.
  • The Sr. Project Executive is recognized as the go-to ambassador for Milrose's Code & Zoning practice in the market, regulatory community, and among clients.

What You'll Bring

Required

  • Bachelor's degree in architecture, engineering, urban planning, or a related field, and 10+ years of progressive Code & Zoning experience, including prior work with NYC Building Code and Zoning Resolution and demonstrated leadership responsibility.
  • Proven track record managing a portfolio of concurrent engagements and leading a team of Analysts and Consultants, with exceptional communication, organizational, and leadership skills, and proficiency in Microsoft Office and project management tools.

Preferred

  • RA, PE, or NYC Department of Buildings Class 2 Filing Representative License.
  • Familiarity with construction methodologies, entitlement processes, and multi-agency approval sequencing; advanced degree and/or PMP certification a plus.

Work Environment & Schedule

  • This position is based in New York, NY with a hybrid schedule. 
  • Standard working hours are Monday- Friday, 8:30-5:00 PM.
  • Travel requirements: Travel to client sites, municipal agencies, and planning board meetings as required.

Compensation & Benefits

  • Salary range: $130,000– $160,000, based on knowledge, skills, and experience.
