Job Summary

Administers the Memphis-Shelby County Authority’s (MSCAA) emergency management programs to ensure airport compliance with federal and state regulations and preparedness to respond to natural disasters, aircraft incidents/accidents, communicable diseases and other emergency situations.

Position Description

1. Administers the Airport Emergency Plan. Ensures airport compliance with all Federal Aviation Administration regulations and advisory documents governing emergency response (FAR Part 139 and applicable FAA Advisory Circulars).

2. Develops, maintains, reviews, and reconciles airport contingency plans, including the Airport Emergency Plan, Continuity of Operations Plan, Communicable Disease Plan, Post Disaster Family Assistance Plan, Terminal Evacuation Plan, Shelter-In-Place Plan and other plans; ensure emergency management and preparedness plans and programs meet industry best practices.

3. Develops training programs to ensure compliance with the National Incident Management System (NIMS) and the National Response Plan (NRP). Facilitates and/or participates in after-action emergency de-briefing sessions with appropriate stakeholders.

4. Plans, designs, manages and executes table-top and full-scale field exercises to ensure compliance with federal regulations, to test the airport's emergency response readiness, and to ensure personnel are trained to acceptable standards. Prepares and coordinates after action reports to track and implement changes identified.

5. Serves as point of contact and liaison for all matters related to emergency management and represents MSCAA at conferences, meetings and exercises.

6. Responds to airport emergencies of various size, scope and scale. Assume various emergency roles including but not limited operating and maintaining the Emergency Operations Center.

7. Prepares annual budget for emergency management.

Requirements

EDUCATION - Bachelor’s Degree in Aviation Management, Emergency Management, Public or Business Administration or equivalent combination of experience and training. Certification as an emergency manager by federal or state government and IAEM certification (AEM or CEM) are preferred. AAAE or ACI certifications also preferred.

EXPERIENCE - Three (3) years of experience in emergency management with emergency management in Airport environment preferred. Must have a valid state driver license and obtain and maintain a Class III AOA driver license within six months in the position.

KNOWLEDGE, SKILLS, and EXPERIENCE – Knowledge of principles, practices, and procedures of emergency management and preparedness; response coordination with outside agencies; FEMA NIMS and ICS principles; and applicable FAR.

Excellent human relations skills to include ability to build effective and productive relationships with internal and external stakeholders. Skill in communicating effectively in both verbal and written form, exercising tact, self-restraint, judgment, and strategy in dealing with people of all races, ethnicities, and socio-economic groups.

Ability to present ideas effectively to an individual or group, formally and informally. Ability to interact with others in a way that inspires trust, confidence, and integrity. Ability to work independently and implement effective solutions and improvements to programs and written plans.
