Job Summary

The Senior Manager – Enterprise & Service Applications provides strategic leadership for the delivery, modernization, and operational performance of enterprise and service application platforms supporting critical business capabilities. This role leads technology strategy, product lifecycle management, application delivery, and operational excellence to maximize business value, maintain regulatory compliance, and support enterprise growth.
The Senior Manager partners with business leaders, architecture, infrastructure, cybersecurity, IT delivery teams, and vendors to deliver secure, scalable, cost-effective solutions aligned with enterprise strategy. This role also leads multi-year technology roadmaps, financial planning, vendor management, and cross-functional initiatives while ensuring application reliability and service performance.
This position reports to the Director, Enterprise Applications Products & Services.

Job Responsibilities

Strategic Leadership & Product Management
•    Define and execute multi-year product and technology roadmaps aligned with business strategy and enterprise architecture.
•    Partner with stakeholders to prioritize initiatives and deliver measurable outcomes, including productivity, compliance, risk reduction, and ROI.
•    Establish product governance, lifecycle management, and performance metrics.
•    Evaluate emerging technologies, including AI and automation, to improve efficiency, decision-making, and user experience.
Application Delivery & Operations
•    Lead enterprise initiatives in accordance with IT PMO governance, ensuring delivery on time, within budget, and to quality standards.
•    Oversee implementations, upgrades, integrations, enhancements, and production support.
•    Ensure applications meet SLAs, availability, performance, cybersecurity, and compliance requirements.
•    Drive incident, problem, and vulnerability resolution, including root cause analysis and preventive actions.
Financial & Vendor Management
•    Manage operating and capital budgets, forecasting, variance analysis, and cost optimization.
•    Identify opportunities to improve efficiency while maintaining service quality.
•    Manage vendor relationships, contracts, performance, and value realization.
Team Leadership
•    Lead and develop IT professionals and vendor resources, fostering accountability, collaboration, and technical excellence.
•    Establish performance objectives and promote continuous improvement and innovation.
•    Develop succession plans and strengthen technical and leadership capabilities.
Stakeholder Communication & Governance
•    Provide senior leadership with clear reporting on portfolio health, projects, risks, operational metrics, and financial performance.
•    Maintain transparency of key risks, dependencies, and mitigation plans.
•    Support executive-level presentations and decision-making.

Job Specific Qualifications

•    Bachelor’s degree in Information Technology, Computer Science, Engineering, or related field; Master’s preferred.
•    10+ years of progressive IT experience, including 5+ years leading enterprise application portfolios.
•    Experience leading large-scale application implementations, modernization, and transformation initiatives.
•    Strong knowledge of IT governance, PMO methodologies, cybersecurity, and regulatory compliance.
•    Proven financial, vendor, and stakeholder management experience.
•    Experience applying AI and automation to improve business and operational processes.
•    Strong communication, executive presence, and leadership skills.
•    Compliance with the Department of Energy’s regulation 10 CFR 810 is required.
