MANAGER, FINANCE & ACCOUNTING

Reports To: Associate Executive Director or other designated supervisor

Classification: Exempt

Location: Hybrid


Position Purpose

The Manager, Finance & Accounting is a working manager responsible for leading the Bureau's Finance & Accounting function while actively participating in complex accounting, financial reporting, budgeting, audit, and financial management activities. The position provides strategic and operational leadership while ensuring the accuracy, integrity, and stewardship of the Bureau's financial resources. The Manager oversees the Bureau's accounting operations, financial reporting, budgeting, internal controls, payroll oversight, investments, and regulatory compliance while supervising departmental staff and supporting organizational decision-making.

Responsibilities


Department Leadership

  • Plan, organize, direct, and supervise the daily operations of the Finance & Accounting Department. 
  • Establish departmental priorities, goals, performance expectations, and work assignments. 
  • Recruit, coach, develop, and evaluate departmental staff while fostering a collaborative, high-performing work environment. 
  • Develop departmental procedures, performance measures, and operational improvements. 
  • Ensure appropriate segregation of duties and effective internal controls. 

Financial Management & Reporting

  • Direct and actively participate in the Bureau's month-end and year-end close process. 
  • Prepare, review, and analyze financial statements, management reports, and supporting schedules. 
  • Develop, administer, and monitor the Bureau's annual operating and capital budgets. 
  • Prepare financial forecasts, analyses, and recommendations supporting organizational planning and decision-making. 
  • Coordinate the annual independent audit and other financial reporting requirements. 
  • Prepare, review, and approve complex journal entries, account reconciliations, and other accounting transactions. 
  • Maintain the integrity of the general ledger and financial reporting systems. 

Accounting Operations

  • Oversee accounts payable, accounts receivable, payroll, cash management, purchasing, investments, and other accounting operations. 
  • Ensure compliance with Bureau policies, regulatory requirements, and internal controls. 
  • Monitor cash flow, banking relationships, investment activity, and financial risk. 
  • Review and recommend improvements to accounting processes, financial systems, and operational efficiencies. 
  • Oversee the preparation of required tax filings, financial reports, and regulatory submissions. 

Organizational Support

  • Prepare financial reports and presentations for the Executive Director, Associate Executive Director, Governing Committee, Audit Subcommittee, external auditors, and other stakeholders. 
  • Provide financial guidance and recommendations supporting organizational initiatives and strategic objectives. 
  • Support organizational initiatives, special projects, and cross-functional activities. 
  • Perform other duties as assigned in support of departmental and organizational objectives. 

Qualifications & Competencies

  • Bachelor's degree in Accounting, Finance, Business Administration, or a related field required. 
  • Certified Public Accountant (CPA) designation preferred. 
  • Five or more years of progressively responsible accounting or financial management experience, including supervisory experience preferred. 
  • Thorough knowledge of budgeting, financial reporting, internal controls, and financial management practices. 
  • Demonstrated leadership, analytical, organizational, and decision-making skills. 
  • Excellent written, verbal, presentation, and interpersonal communication skills. 
  • Advanced proficiency with Microsoft Excel, Microsoft Office applications, and financial management systems. 
  • Ability to manage multiple priorities while maintaining accuracy, confidentiality, and attention to detail. 

Physical Requirements

  • Prolonged periods of sitting and working at a computer. 
  • Frequent use of a computer, keyboard, and telephone. 
  • Ability to occasionally lift and carry materials weighing up to 15 pounds.
