LDAR MOC Inventory Technician 

PROtect LLC is seeking an experienced LDAR MOC Inventory Technician to support refinery and chemical plant operations. This role focuses on Management of Change (MOC), inventory updates, regulatory compliance, and EPA Method 21 monitoring to ensure full compliance with environmental regulations.

Position Overview

The LDAR MOC Technician is responsible for identifying completed MOCs in the field and ensuring all equipment additions, deletions, and modifications are accurately updated in the LDAR/BWON/regulatory database. This role also supports monitoring activities, QA/QC audits, and regulatory inspections.

Key Responsibilities

  • Identify and process completed MOCs in the field

  • Add, update, and remove equipment from LDAR databases

  • Perform EPA Method 21, 40 CFR Subpart QQQ, BWON, AVO, and related inspections

  • Conduct leak re-monitoring after maintenance repairs

  • Perform QA/QC field audits and Consent Decree data reviews

  • Upload daily monitoring data to customer databases

  • Support regulatory agency audits and ensure compliance

  • Communicate daily leak findings with plant operations and maintenance teams

  • Read and interpret P&IDs

  • Utilize portable analyzers (TVA) and electronic data collectors

  • Support OGI/IR monitoring technologies

Required Qualifications

  • 5+ years of LDAR experience in refinery or chemical plant environments

  • Strong knowledge of EPA regulations (Method 21, 40 CFR 60/63, Subpart QQQ)

  • Experience with BWON and Consent Decree programs

  • Experience using TVA and electronic data collection systems

  • Ability to read and interpret P&IDs

  • Proficient in MS Office (Excel, Word)

  • Strong understanding of QA/QC processes

  • Ability to work independently in the field

Work Environment & Requirements

  • Must be willing to wear respiratory protection for extended periods

  • Ability to work outdoors in industrial environments

  • Willingness to work overtime and weekends as needed

  • Periodic out-of-town travel may be required

  • Reliable transportation required
