Who are we? Children’s Harbor is a non-profit early childcare center that advocates access to quality early care and education for all children. Children’s Harbor has been shaping the young minds of children in Hampton Roads since 1911; thus, we have helped hundreds of children develop emotionally, socially, and cognitively. 

Position Summary: The Curriculum and Program Director serves as a resource and supervisor of the early care and education centers and its programs. They will facilitate training and development for administrators and staff. This position works very closely with the Chief Executive Officer and the Chief Financial Officer to develop a united, comprehensive broad picture of the agency and the programs it administers. 

Qualifications: 

Advanced degree in Child Development or Early Childhood Education. Experience in programming for young children. At least five years of supervisory experience in early childhood programs. 

Experience with staff development for early childhood programs. Must have planning, financial, administrative, and organizational skills. The ability to create a work environment that fosters teamwork and collaboration among others. Vision to maintain strategic focus, project trends and implement training to achieve results. Must possess knowledge of NAEYC Accreditation, ASQ-3, Virginia state licensing standards and requirements and Virginia’s quality rating systems. 

• Grants- reporting 

• State and Federal Programs: Head Start Performance Standards, Virginia Preschool 

Initiative, Mixed Delivery Grant, Virginia Community Development Block Grant, Virginia 

Quality Birth to Five (VQB5) and another related state and federal programs 

• College coursework in the areas of childcare administration, child development, 

developmental screening and assessment, child guidance and behavior, behavior 

management, infant and toddler care, curriculum development, early childhood special 

education, inclusion strategies, and school age recreation 

• Computer experience: Creating and reading spreadsheets, database management, 

childcare management software, Microsoft office

• Data collection and interpretation 

• Marketing experience (preferred, but not required) 

Physical Requirements: Prolonged periods of sitting at a desk and working on a computer. 

Job responsibilities: Responsibilities include, but are not limited to, the following general areas: 

Oversees: 

• Program Managers 

• Corporate Programs Assistant 

• Center Directors 

• Assistant Directors 

Conducts training as needed on: 

• Statistics for United Way reporting 

• Staffing 

• Documenting incidents involving parents and staff 

• Interviewing, hiring, separation, coaching, discipline 

• Virginia Quality Birth to Five (and all other related state and federal programs) 

• USDA 

• Summer Programming 

• Management of Children’s Harbor programs 

• Other topics agreed upon with the CEO and CFO 

Work with and support Center Directors on the following topics: 

• Develop training plans and education development for staff 

• Marketing to increase community knowledge of CH programs 

• Financial analysis of staffing and program budgets 

• Family relations, issues, and concerns 

• Staff relations 

• Early Childhood Best Practices 

• Human Resource matters 

• Licensing 

• Accreditation 

• Staff, parent, and management issues

Oversee quality programs in the centers by: 

• Ensuring the implementation of the curriculum and its components 

• Developing teacher competencies 

• Ensuring the implementation of the Virginia ELDS (Early Learning Development Standards) 

• Observing classrooms for quality, both announced and unannounced 

• Developing training plans to address deficiencies 

• Keeping up to date on current licensing, accreditation, and VQB5 guidelines 

• Keeping up to date on current research trends regarding best practices 

Professional Growth in the childcare community: 

• Coordinate partnership programs within the childcare community 

• Serve on appropriate committees to represent the agency 

• Participate in special events that enhance the quality of early care and education within the 

agency and community 

• Assist in tracking trends within the early care and education community 

Public Relations, Marketing and Community Collaborations: 

• Plans and execute marketing strategies 

• Work within local community and other agencies to establish a relationship that will aid in 

the implementation of the agency’s goals and objectives 

• Maintain public relations with parents, families, other agencies 

• Develop and present early childhood programs and activities within the community as 

needed 

Special Activities/Projects: 

• Assist in preparation of the annual agency calendar 

• Plan semi-annual training day (in coordination with the CTPD department) 

Prepare Monthly reports: 

• Work with the CEO and CFO to write, review, update, and maintain policy manuals for the 

agency. This includes a review of the Teaching Staff handbook, Personnel Policy, Standard 

Operating Procedures, and Family Handbook.

• Lifting up to 40lbs 

Conditions of Employment 

• Employment is contingent upon successful completion of required background 

checks including sworn statement, fingerprinting and Child Protective Services 

clearance 

• TB requirements annually

• Performance of any other duties that may be requested by the CEO 

• Reliable transportation necessary; travel required
