Dark Horse Technologies is seeking experienced Navy and data analytics professionals to support COMNAVSURFLANT Force Generation (FGEN) Analytical Support in Norfolk, Virginia. The team will provide analytical expertise to support Surface Force readiness, force generation, resource decision-making, and senior leadership requirements.
These positions will work closely with Navy stakeholders to analyze readiness and operational data across the PESTONI pillars—Personnel, Equipment, Supply, Training, Ordnance, and Infrastructure/Networks—and translate complex information into meaningful analysis, visualizations, risk assessments, and actionable recommendations for decision-makers.
Positions are full-time and onsite in Norfolk, Virginia and require candidates with relevant Navy operational, staff, and/or analytical experience.
• Experience in the United States Navy as a post-Major Command Commander afloat or equivalent;
• Significant experience in United States Navy (or Department of Defense) major staffs (Echelon 2 or above);
• Recent (within last five years) experience analyzing Navy Surface Ship Class (both CRUDES and AMPHIB) requirements to include elements of manning, training, maintenance and equipping, and life-cycle sustainment of hull and systems;
• Recent experience (within last five years) in reviewing CNO and OPNAV strategic guidance, maritime strategy, or other Fleet and Joint Doctrines and making recommendations for revisions to programs and processes to improve operational readiness;
• Significant Experience with analyzing specific metrics embedded within the PESTONI (Personnel, Equipment, Supply, Training, Ordnance, Infrastructure/Networks) pillars of analysis;
• Recent experience (within the past five years) in reviewing, assessing and validation of Surface Warfare requirements, budget and execution within the larger Department of Defense Planning, Programming, Budget and Execution (PPBE) processes. This experience must include development of Flag-level requirement identification / validation and budget documents and operational / financial risk assessments;
• Deep understanding of the Secretary of the Navy and Surface Force’s business practices, primary (organic) data sources, secondary (non-organic) data needs, data gaps, organic analytic capabilities and predictive modelling, develop alternative courses of action for decision-makers at all levels;
• Proficient in use of Microsoft Office applications;
• Proficient in data analysis and its interpretation and development of viable alternate courses of action;
• Demonstrated experience producing executive-level analytical summaries, data visualizations, and quantitative reports for senior leadership;
• Proficiency with data visualization platforms (e.g., Tableau, Power BI) and interpreting machine learning or AI-driven analytical outputs;
• Master's degree (or higher) from an accredited college or university.
• Secret security clearance required.
