The Senior Technical Writer / Program Manager serves as the on-site lead responsible for overall contract performance, technical quality, and delivery of high-quality publications and program support services. This role combines advanced technical writing expertise with program management oversight to ensure all deliverables meet Government standards, schedules, and operational objectives.
Responsibilities Include:
路聽聽聽聽聽聽 Serve as the primary point of contact with the Contracting Officer鈥檚 Representative (COR)
路聽聽聽聽聽聽 Provide overall contract oversight, staffing coordination, and performance management
路聽聽聽聽聽聽 Develop and maintain project schedules and deliverable timelines
路聽聽聽聽聽聽 Lead weekly and monthly status reporting
路聽聽聽聽聽聽 Plan, develop, edit, and finalize complex technical and operational documents
路聽聽聽聽聽聽 Coordinate SME input and oversee document lifecycle management
路聽聽聽聽聽聽 Ensure compliance with Government formatting, branding, and Section 508 requirements
路聽聽聽聽聽聽 Perform final quality reviews prior to submission
Qualifications:
路聽聽聽聽聽聽 Bachelor鈥檚 degree in Communications, Technical Writing, Business, or related field
路聽聽聽聽聽聽 8+ years of technical writing/editing experience
路聽聽聽聽聽聽 3+ years of federal program or project management experience
路聽聽聽聽聽聽 Strong leadership, organizational, and stakeholder coordination skills
路聽聽聽聽聽聽 Proficiency with Microsoft Office, Teams, and SharePoint
Security/Access Requirements:
路聽聽聽聽聽聽 Personnel must obtain and maintain all required background investigations and Government security credentials necessary for access to Coast Guard facilities and information systems.
路聽聽聽聽聽聽 Personnel must be eligible for and maintain a Common Access Card (CAC) as required.
路聽聽聽聽聽聽 Personnel must comply with all Government security, identification, and facility access policies while performing on-site duties.
