We currently have anexciting opportunityin our VA Business Development department. This position specifically islocated in Norfolk, Virginia. We are looking for a Technical Proposal Writer to work onsite Monday - Friday from 7 am - 4pm.

SUMMARY
As a Technical Proposal Writer in our Business Development team, you will be trusted to develop compelling, compliant, and winning technical proposal responses. This position will work on numerous proposals that may include drafting original content with inputs from subject matter experts, editing/consolidating content from other proposals, and leading a group of writers in developing technical solutions.
ESSENTIAL FUNCTIONS AND DUTIES
- Prepares technical proposals for competitive ship repair and new business contracts.
- Coordinates the collection and refinement of writing inputs from subject matter experts (SMEs) in various departments, such as Programs, Production, Scheduling, Supply Chain, Engineering, Contracts, Finance and Facilities, into a well-organized, logical and competitive proposal comprised of a compelling narrative and appropriate supporting exhibits/illustrations.
- Identifies administrative and technical support needed from the various NASSCO departments to assure adequate and accurate input to the management, technical and past performance volumes of all proposals.
- Requires active, hands-on involvement in all phases of the proposal development process for assigned sections to include strategy sessions, refining ideas, and cultivating sources.
- Interviews technical SMEs and converts high-level technical solution designs produced by SMEs to detailed technical solutions write-ups
- Outlining, writing, and editing technical proposals at the organizational, structural, sentence, and proofreading levels with focus on identifying contextual errors, reorganizing content, and editing graphics, tables, and illustrations.
- Ensures win themes, key messages, discriminators, benefits, and proof points are clearly, consistently, and effectively communicated.
- Takes steps necessary to meet the RFP-driven schedule for submission of technical, management and past performance sections of competitive proposals.
- Reviews and edits proposal content for solicitation compliance, clarity, and proper use of terminology.
- Ensures manning requirements, development of manning graphs, delivery schedules, and other-business conflicts are identified and mitigated in all plans for performance under a prospective contract.
- Facilitates proposal review teams, collects and consolidates critical inputs, and coordinates proposal revisions as deemed appropriate by the Business Development Department and various levels of operational management.
- Coordinates resolution of comments received from inter-departmental and review team inputs for the various sections of each proposal.
- Perform daily searches on SAM.GOV to identify potential opportunities and perform research intelligence on opportunities identified.
- Develop and maintain specific marketing content such as project narratives and graphics for use in proposals, brochures, company website, etc.
- May also be cross-trained to perform cost proposal development responsibilities including complex spreadsheet and business mathematics calculations, and pricing strategies.
- May be involved in building programs to support performance of new, non-ship repair contracts as follow-on to writing the winning proposal. This will require organization, prioritization, building relationships and communication channels within the company and with the new customer.
- Contribute to continuous learning and strengthening business development systems, procedures, and capacities around proposal writing
- Able to obtain a CAC and/or DBIDS badge.
- Performs the functions listed above as well as miscellaneous administrative and market research assignments in support of strategic planning and capture management initiatives during periods when a specific proposal is not being prepared.
SKILLS AND QUALIFICATIONS
- Federal proposal writing for a government contractor or equivalent technical experience.
- Knowledge of business development, proposal or grant writing, and/or Shipley proposal processes
- Experience supporting projects and/or proposals
- Advanced proficiency in MS Office Suite with a specific focus on Word styles and templates, Excel, PowerPoint and Visio.
- Ability to work independently and collaboratively
- Ability to prioritize tasks in a high-volume, deadline-driven work environment
- Strong time management skills and flexibility to adjust tasks as necessary
- APMP or PMP certification is a plus
EDUCATION
Bachelor's degree in Business Administration or related area.
EXPERIENCE
Three to five years of experience in ship repair, ship construction, or similar industry with a preference of two years of experience developing/writing proposals for government contracts.
PHYSICAL DEMANDS
Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus. Regularly required to sit, use hands to fingers, operate computer keyboard and controls, and maintain the ability to commute to all locations within and outside NASSCO-Norfolk shipyards; must be able to wear all required PPE; and access/transit all areas of the yard, including buildings, industrial areas, piers and ships, which may occasionally require the use of ladders and gangways. Occasional exposure to dust, fumes, industrial equipment and moderate levels of noise.
ACCOUNTABILITY
Reports to the Proposal Manager. Results are related to the quality and timeliness of achieving project goals and ability to develop, implement, and/or adhere to processes that maximize productivity and throughput of information and resources.
