PURPOSE 

The Development Construction Manager is responsible for overseeing all aspects of the construction and post-construction phases of assigned development projects, serving as the Owner’s Representative. This role ensures project delivery aligns with quality, budget, and schedule expectations, while maintaining strong communication and coordination with internal teams, external contractors, and key stakeholders.

RESPONSIBILITIES

Preconstruction Construction Phase:

  • Review civil, building, and development drawings and provide comments relative to coordination and value engineering.
  • Review civil and building permit drawings and provide comments to reduce timing for approvals.
  • Review and negotiate Guaranteed Maximum Price (GMP) bid and make recommendations to the owner.
  • Review GC contract and support the owner and/or owner’s attorney to finalize the construction contract.
  • Provide value engineering and cost-saving recommendations.
  • Assist GC with preliminary master schedule development including milestone identification.
  • Support in securing permits and approvals.

Construction Execution Phase:

  • Provide oversight and management of General Contractor throughout the course of construction.
  • Review GC Project schedule and manager GC during course of project to achieve schedule deadlines.
  • Review any Change Order request by GC and provide recommendations to Owner.
  • Review any weather delay requests by GC and provide recommendations to Owner.
  • Participate in Weekly Owner/ GC project coordination calls.
  • Conduct quarterly project site visit and on-site meetings with GC.
  • Provide site reports to Owner summarizing site visit observations.
  • Provide monthly budget update for Owner.
  • Review monthly payment request from GC and provide recommendations to Owner.

Post-Construction Services:

  • Site visit for final walkthrough and creation of punch list.
  • Review final project closeout documents and completion of punch list items.
  • Review and approve final pay application including lien waivers and contract closeout documentation.
  • Issue final project approval for release of retainage.

QUALIFICATIONS & EXPERIENCE

  • Requires a bachelor’s degree in engineering, Construction, or Architecture from an accredited College or University or equivalent experience. Other related degrees accepted if supported by construction-oriented coursework or relevant experience.
  • Minimum of 8 years of experience in project management within real estate development, construction, or a similar field. Additional experience representing a project owner preferred.
  • Strong Proficiency in the financial management and budgeting of a construction project.
  • Proficient knowledge of Excel, Word, Microsoft Project, AutoCAD, as well as estimating and project management utilizing cost accounting software (Viewpoint preferred) and Procore.
  • Strong knowledge of construction means and methods, contracts and schedules.
  • Demonstrated ability to manage multiple projects and competing priorities with accuracy and efficiency.
  • Ability to comprehend and communicate effectively with diverse audiences through various mediums, including written reports, business correspondence, and presentations.
  • Proficiency in numerical calculations, including discounts, percentages, and basic algebraic concepts.
  • Capacity to analyze problems, gather data, and make informed decisions based on factual evidence, while also interpreting technical instructions.
  • Willingness and ability to travel to project sites as required.
