Spectra Tech has an immediate need for a Configuration Management Manager in Oak Ridge, TN. 

The Configuration Management Manager is responsible for establishing, implementing, and maintaining configuration management processes that ensure consistency between the physical plant configuration, engineering documentation, and approved design and licensing bases for a nuclear fuel cycle facility regulated under 10 CFR Part 70 or comparable DOE requirements.

This position provides leadership and technical oversight of configuration control activities supporting facility design, construction, startup, modifications, and operations. The role interfaces closely with Engineering, Licensing, Nuclear Safety, Operations, Quality Assurance, and Project Controls to ensure safe, compliant, and efficient execution of work in a highly regulated environment.

Essential Duties and Responsibilities

  • Develop, implement, and maintain the Configuration Management Program supporting facility lifecycle activities including design, construction, startup, operations, and sustainment.
  • Ensure configuration control of structures, systems, and components (SSCs), engineering drawings, specifications, procedures, records, and configuration data.
  • Maintain alignment between the physical configuration of the facility and the approved design, safety, and licensing bases.
  • Manage configuration change control processes, including engineering change evaluations, document revisions, and configuration baseline maintenance.
  • Coordinate configuration management activities with Engineering, Operations, Quality Assurance, Licensing, Nuclear Safety, and Project Controls organizations.
  • Support Licensing and Nuclear Safety organizations by ensuring configuration information supports regulatory commitments and safety basis requirements.
  • Support regulatory inspections, audits, and internal assessments related to configuration management and change control.
  • Maintain configuration data integrity across document control systems and engineering information systems.
  • Identify gaps, weaknesses, or inefficiencies in configuration management processes and support continuous improvement initiatives.
  • Develop and provide configuration management performance metrics, reports, and status updates to management.
  • Support facility readiness activities, modifications, and operational sustainment efforts.
  • Perform other duties as assigned.

     

     

Required Qualifications

  • Bachelor’s degree in Engineering, Technical, or a related discipline.
  • Minimum of ten (10) years of combined experience in configuration management, engineering, or technical support roles within nuclear or other highly regulated industries.
  • Demonstrated experience with configuration control, engineering change processes, and document control systems.
  • Experience working within NRC-regulated fuel cycle facilities (10 CFR Part 70) or DOE nuclear facilities.
  • Ability to interpret and apply regulatory requirements, licensing commitments, procedures, and industry standards.
  • Proven ability to work effectively in cross-functional, team-oriented environments.
  • Strong written, verbal, and interpersonal communication skills.
  • Detail-oriented with strong organizational and analytical capabilities.
  • Ability to work on-site; this position is not eligible for remote work.
  • U.S. citizenship required.
  • Ability to obtain and maintain required DOE and/or NRC security access authorization.

     

Preferred Qualifications

  • Experience supporting NRC-licensed fuel cycle facilities such as enrichment, conversion, fabrication, or processing.
  • DOE nuclear facility experience as a substitute for NRC fuel cycle experience.
  • Familiarity with NRC guidance such as NUREG-1520 or equivalent regulatory guidance.
  • Experience supporting facility startup, readiness reviews, or major facility modifications.
  • Experience with electronic document management systems and engineering data management tools.
