TRC Talent Solutions is seeking a Payment Operations Manager to join our Enterprise Client in the private education industry. This position will sit in the Oakland, CA location, supporting the University’s Retirement Administration Service Center (RASC) which supports members of the University as they transition into retirement and provides long-term pension and retirement health benefits support. 

POSITION SUMMARY
This role oversees objectives, schedules, and resource management to meet division goals, handling the budget and leading the financial analyst team. The individual ensures adherence to financial plans and budget, guiding subordinates toward achieving set objectives. Responsibilities include driving operational efficiency, implementing continuous process improvements, and ensuring plan compliance. The role manages business controls, oversees performance metrics, and maintains communication with key stakeholders. Additionally, it encompasses managing pension calculations, staff training, and fostering inter-departmental collaboration. Success hinges on efficient decision-making and operational effectiveness.

RESPONSIBILITIES
•    Lead operational effectiveness initiatives across the organization, conducting root cause analysis and implementing business process improvements. 
•    Manage, plan and administer business controls functions, including performance and quality assurance metrics, reporting, training and development, and communication
•    Manages, through subordinate supervisors and technical leads, operational pension calculations and payments to retirees, which are diverse in scope and complexity. 
•    Deliver metrics and reporting, creating, and maintaining communication channels to ensure appropriate stakeholders receive accurate performance data in a timely manner
•    Represent the Calculations and Payroll teams, and operational units of the organization to liaise with key stakeholders (e.g., management, Retirement Policy, HR Compliance, BIS, IT, other related business functions) and provide updates and presentations related to quality and performance management. 
•    Oversee divisional staff training, and employee goal setting. Ensure that effective knowledge management tools are implemented and utilized by staff.

QUALIFICATIONS
•    A minimum of five years of experience supporting or managing pension administration for in-house or external recipients. 
•    Experience with payroll & benefits processing and auditing to remain compliant to include: 401(K), Pension, and Manual Calculations
•    Experience with payroll & benefits administration of multi-state organizations in excess of 10,000
•    A Minimum of five years of leadership experience, leading a minimum of 3 direct reports and up to 15-20 indirect reports. 
•    Interpersonal skills and ability to work effectively across the organization at all levels; ability to interact with diverse populations.

EDUCATION & CERTIFICATIONS 
•    Bachelor’s degree: Finance, Accounting or equivalent
•    Certification in related field highly desired (CPA, CPP)
