Position Summary:


The Senior Medical Services Manager is responsible for the operational leadership, personnel management, and internal culture of Roots Community Health’s clinical sites. This role ensures that clinical operations are efficient, compliant, and supportive of a high-performing team. The Manager focuses on staff accountability, professional development, and the implementation of systems that improve patient experience and team morale. 


Duties and Responsibilities:


1. Personnel Leadership and Culture

  • Staff Supervision: Provide direct supervision, coaching, and performance evaluations for Clinical Managers, Coordinators, and non-provider clinical staff.
  • Recruitment and Culture: Lead the interviewing and hiring process for clinical support staff, ensuring candidates align with Roots' mission and culture.
  • Accountability and Discipline: Manage the progressive disciplinary process, including formal warnings and Performance Improvement Plans (PIPs), with professional objectivity.
  • Conflict Resolution: Proactively address and resolve interpersonal or operational issues that impact team morale and trust.

 

2. Clinical Operations and Systems

  • Operational Workflow: Design and monitor daily clinic flows to ensure timely patient access, appropriate staffing levels, and efficient throughput.
  • Compliance and Safety: Ensure all sites are in 100% compliance with OSHA, CLIA, state/federal labor laws, and clinical licensing requirements.
  • Resource Management: Oversee supply inventory processes, equipment maintenance, and facility safety across all regional sites.
  • Implementation: Coordinate with the Sr. Manager of Medical Education and Practice Standards to ensure new medical protocols are successfully integrated into daily staff workflows.

3. Administrative Oversight

  • Administrative Onboarding: Manage the operational onboarding for all medical services new hires, including hardware setup, system access, and timecard/policy training.
  • Data and Reporting: Monitor administrative metrics such as documentation accuracy, appointment wait times, and staff productivity to ensure organizational stability.
  • Interdisciplinary Coordination: In conjunction with the Senior Clinical Services Administrator, serve as a liaison for coordination between Medical, Patient Services, Behavioral Health, Navigation and other departments.

Requirements

  • Operational Leadership: Proven ability to manage diverse teams, de-escalate conflict, and maintain professional boundaries.
  • Systems Thinking: Skill in identifying operational bottlenecks and implementing sustainable, scalable solutions.
  • Regulatory Knowledge: Deep understanding of and experience with adhering to CA labor laws, safety compliance, and community health center regulations.
  • Managerial Objectivity: Ability to provide clear coaching and accountability based on organizational standards rather than personal dynamics.

 

Qualifications

  • Licensure: RN or higher required
  • Education: Bachelors in Nursing or higher
  • Experience: Minimum of 5 years of clinical experience in a community health or primary care setting; demonstrated experience in clinical mentorship, medical education, and/or quality improvement leadership. Minimum of 3 years clinical managerial experience.
