MAINTENANCE TECHNICIAN II - BLUE STAKER

DEPARTMENT: Public Services

DIVISION: Water Utility

Pay Grade: GRADE 130: $51,269.36 - $74,340.57 Annual Salary, ($24.65 - $35.74) Hourly Rate

FLSA Status: Non-Exempt, Merit, Full-Time, Eligible for Benefits

GENERAL PURPOSE

This position performs skilled work in the construction, maintenance, and related service activities related to street, traffic, and utility maintenance. Receives general supervision from the Supervisor or Crew Leader.

ESSENTIAL JOB FUNCTIONS

  • Operate construction and maintenance equipment and power tools such as dump trucks, front-end loader, backhoe, vactor, compressors, jack hammers, paint sprayers, sand blasters, concrete saws, mowers, edgers and blowers; maintain hand tools and assigned equipment; perform preventive maintenance on equipment.
  • Know and understand underground utility locating procedures and "blue stake" policies and procedures including coding and marking of utilities, including power.
  • Read and interpret basic maps and blueprints.
  • Install street barricades and cones prior to the performance of street repair activities, direct and control traffic around work sites.
  • Utilize proper safety precautions related to all work performed.
  • Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
  • Perform snow removal and ice control duties as required.
  • Assist in the installation, maintenance, and repair of water mains, services, fire hydrants, valves, detector checks, and backflow prevention devices; install confined space air ventilation systems; flush main water lines and hydrants as necessary.
  • Assist in pipe laying and pipeline repairs.
  • Assist in tapping main lines and boring for service installations; replace customer service lines.
  • Check water lines and meters for leaks; make water line connections and set meters; accordingly, install and replace customer service lines and meters when necessary.
  • Conduct high water bill inspections; install, repair, and replace meters and meter vaults and boxes.
  • Remove old water meters and set new ones; repair and replace rings and covers; continually inspect repairs.
  • Participate in safety and risk management activities; take action to reduce liability to the city.
  • Attendance and punctuality are essential functions of this position. Employee is required to work as a team and frequently meet with co-workers and supervisors; employee is required to communicate in-person with the public during office hours; and employee is required to use on-site equipment.
  • Perform other related duties as required/assigned.
  • Perform standby and on call assignments as needed.
  • Must be able to respond to standby and call backs within a timely manner (40 minutes).
  • Perform a variety of blue stake duties as needed by locating and marking underground utilities.

SPECIAL REQUIREMENTS

  • Possession of a Utah Class "B" CDL, or ability to obtain within 150 days of appointment.
  • Possession of a Water Distribution IV certification, or ability to obtain within 6 months of appointment.
  • Employee will be required to complete NIMS IS100, IS200, IS700, and IS800 within one year of hire.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • At least two years of experience in water system experience and/or general construction and equipment experience.
  • High school diploma or its
  • Any combination of experience and education that would likely provide the required knowledge and abilities may be qualifying.

Failure to obtain/maintain a license and certificate as outlined above may result in termination from the position.

 

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of general operational characteristics of water systems.
  • Knowledge of pertinent city and division policies, procedures, and ordinances.
  • Knowledge of safe work practices.
  • Knowledge of Basic arithmetic principles.
  • Skill in applying proper procedures for Blue Staking including coding and marking underground utility identification and markings.
  • Skill in generating and maintaining accurate and up-to-date records.
  • Skill in dealing professionally with the public.
  • Skill in identifying and performing minor repairs to correct meter irregularities.
  • Skill in working independently in the absence of supervision.
  • Skill in performing basic arithmetic calculations.
  • Ability to understand and follow written and oral instructions.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work.
  • Ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include walking or standing for extended periods of time, operating assigned equipment etc.
  • Ability to maintain effective audio-visual discrimination and perception needed for: making observations; communicating with others; operating assigned equipment and vehicles as required by the position.
  • Ability to maintain mental capacity which allows for effective interaction and communication with others.
  • Ability to comply with all city policies and regulations, including safety and risk management standards.
  • Knowledge of blue stake symbology and colors. Ability to apply appropriate blue stake markings for City owned utilities.
  • Ability to read and interpret maps and distinguish when a map may not be complete or accurate; learn how to operate a variety of specialized locating equipment; be self-motivated and able to organize, prioritize tasks in various weather conditions or unexpected occurrences; work independently for extended hours and days, if necessary to insure that all City utilities are properly and accurately marked before excavation occurs; keep accurate records; prepares reports as directed.
  • Ability to read blueprints and interpret locate job order tickets.
  • Ability to work independently and demonstrate initiative to perform tasks with little to no supervision.
